Explanation:

The City of Hollywood seeks to complete the Citywide sidewalk network to improve pedestrian safety and alternative modes of transportation. Grant funding for new sidewalk construction can be secured under the Broward County Planning Organization Complete Streets and other Localized Initiatives program.

 

On November 1, 2017, the City Commission approved Resolution R-2017-323, supporting the Complete Streets and other Localized Initiatives Program (“CSLIP”) grant application to the Broward Metropolitan Planning Organization (“MPO”) for the Hollywood Beach Heights and Hollywood Country Estates Sidewalk, ADA, and N. 58th Avenue Sharrow Installation Project.

The Broward MPO issued an award letter for the projects dated January 22, 2019, which was included in the Florida Department of Transportation (“FDOT”) five-year work program for construction in FY-2024.

 

On April 20, 2022, the City Commission passed and adopted Resolution No. R-2022-104, approving and authorizing the appropriate City officials to execute Local Agency Program (“LAP”) Agreements in order to receive reimbursement funds for the design of the Hollywood Beach Heights and Hollywood Country Estates Sidewalk, ADA, and N. 58th Avenue Sharrow Installation Project.

 

After conducting Consultant Selections, on December 7, 2022, the City Commission passed and adopted Resolution No. R-2022-354 approving and authorizing appropriate City officials to execute a Professional Services Agreement with Kimley Horn and Associates, Inc. (“KHA”) for the design and permitting of the Hollywood Beach Heights and Hollywood Country Estates Sidewalk, ADA, and N. 58th Avenue Sharrow Installation Project in an amount up to $427,339.00.

 

The project design has been completed, construction documents have been reviewed and approved by FDOT for construction phase funding.

 

On January 17, 2024, the City Commission passed and adopted Resolution No. 2024-006, approving and authorizing the appropriate City officials to accept and execute Hollywood Beach Heights and Hollywood Country Estates Sidewalk, ADA, and N. 58th Avenue Sharrow Installation Project LAP Grant Agreements for construction and construction engineering inspection in an amount of $2,690,339.00 and $354.740.00.

 

On April 3, 2024, the City advertised on www.Opengov.com Procurement Portal Invitation for Bids IFB-191-24 WV Construction Services for Hollywood Beach Heights and Hollywood Country Sidewalk, ADA, and N. 58th Avenue Sharrow  Lane Project.

 

On May 6, 2024, the Office of the City Clerk and the Departments of Design and Construction Management (“DCM”) and Procurement and Contract Compliance received bids as listed below:

DCM and the Department of Procurement and Contract Compliance reviewed and evaluated the submitted bids in accordance with Section 38.43(F) of the City’s Procurement Code and, after the evaluation, Homestead Concrete & Drainage, Inc.  was determined to be the best value and the lowest responsive and responsible bid.

 

On June 6, 2024, a Notice of Intent of Award was posted on the City’s website and on www.Opengov.com, which resulted in no bid protests.

 

The Director of DCM and the Chief Procurement Officer recommend that the City Commission approve and authorize the appropriate City officials to execute a contract with Homestead Concrete & Drainage, Inc. in the amount of $2,633,760.00 for the project.

 

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2024 Operating Budget and Capital Improvement Program as detailed in Exhibit 1, subject to approval of this resolution.
