Explanation:

The Department of Development Services has a need to continuously employ the temporary Project Manager assisting in the implementation of the Accela software.  The service is needed to ensure continuity and proper oversight during the different phases of conversion from BCLA to the cloud-based Accela Platform.

 

On December 12, 2023, City Manager Memo PR-24-049 submitted by Human Resources was approved for the issuance of purchase agreement PA600818.  A total of $95,000.00 was allocated for the period December 04, 2023 to December 03, 2024 for temporary project management services quoted at $128.00 per hour. 

 

On October 30, 2024, City Manager Memo PR-25-023 approved the contract renewal for $95,000.00 covering the period December 4, 2024 to December 3, 2025. The Accela project will require additional project management hours due to the upcoming launch of Accela’s Phase 2.  The scope of work has significantly expanded involving additional workflows critical to the project’s success.  Increased oversight, coordination and technical expertise are vital in maintaining project timelines and ensuring successful implementation and launch.  This requires the Department to seek Commission approval for an increase in the annual contract amount from $95,000.00 to $249,000.00.

 

Accela’s Phase I, which consisted of 9 workflows, went live on August 15th, 2024, successfully.  Phase 2, with all remaining workflows, is slated to go live by Q3-Q4 of 2025.  If continuity of service is needed in the final phases of Accela, the Department requests approval of an optional one-year renewal from December 4, 2025, to December 3, 2026.

 

 

Fiscal Impact:

There is a companion resolution (budget amendment) that will allocate funding in account number 114.140301.52400.513100.000000.000.000 for the additional project management hours due to the upcoming launch of Accela’s Phase 2. The remainder of funding needed will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
