A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Establishment Of A Three Year Pilot Program For Parklets In The Downtown CRA To Be Administered By The Hollywood Community Redevelopment Agency In Conjunction With The City’s Architecture And Engineering Division And Parking Division; Establishing Criteria For Permitted Locations, General Physical Requirements, Fabrication, Construction And Installation Standards; Establishing A Maximum Percentage Of Allocated Parking Spaces Under The Pilot Program; Establishing A Process For Evaluating And Reviewing Applications; Requiring Execution Of A Parklet Revocable License As A Condition Precedent To Construction, Installation And Operation Of A Parklet; Delegating Authority For Execution Of Parklet Revocable Licenses To The City Manager Or His Designee; Establishing Other Terms And Conditions Pursuant To The Parklet Revocable License; And Providing For An Effective Date.

Explanation:
Parklets are platforms installed adjacent to public sidewalks over parking spaces within a public right-of-way.
Parklets are semi-permanent decks that expand the pedestrian experience and enhance the quality thereof beyond the sidewalk.
The establishment of a three-year pilot program for Parklets within the downtown core will allow adjacent business owners to provide additional outdoor seating, without the need for permanent street re-design.
Parklets may include tables, chairs, umbrellas, landscaping, food and beverage service, and sun shade, all of which will enhance the quality of the pedestrian experience.
The "Parklet" concept is a new concept within the City of Hollywood. It serves a valid municipal purpose, and it is deemed in the best public interest to authorize such a program on a three-year "pilot" basis for evaluation. Parklets have previously been set up by the Community Redevelopment Agency as a part of the Park(ing) Day Event, an annual weekend event in the downtown core.
Parklets have been implemented in San Francisco, Oakland, Brooklyn, Philadelphia, Los Angeles, San Jose, Birmingham, and Fort Lauderdale with great success.
