Explanation:

The United States Department of Housing and Urban Development provides funding for infrastructure replacement and renewal to municipalities through the Florida Department of Economic Opportunity Community Development Block Grant Disaster Recovery (“CDBG-DR”) Grant Program. This grant program helps cities, counties, and states to recover from Presidentially declared disasters. Under this grant program funding is provided to local communities to focus on long-term disaster recovery efforts.

 

On September 10, 2017, Hurricane Irma made landfall in Broward County and caused damage to sanitary sewer lift stations (LS) N-07 and N-08. Hurricane Irma showed the vulnerability of these two lift stations and a portion of the force main system, making it a priority for improvements, renovations, and repairs to provide continuous and reliable sanitary sewer service. Based on a review of the CDBG-DR grant program, the Department of Public Utilities identified lift stations N-07 and N-08 and a portion of the connecting forcemain that crosses over the South Florida Water Management District C-10 Canal at Oakwood Boulevard as eligible infrastructure projects. This project is located in the Liberia-Oakwood community of the City of Hollywood.

 

On March 28, 2020, Florida Governor Ron DeSantis allocated an additional $100 million through a second application cycle.  On June 30, 2020, the Department of Public Utilities submitted a FDEO-DR application for consideration in an amount of $3,435,000.00.

 

On January 22, 2021, Florida Governor Ron DeSantis announced the award of funds to Hollywood and other communities impacted by Hurricane Irma and the City of Hollywood was awarded $3,435,000.00 for the repair and replacement of lift stations N-07 and N-08 and replacement of a portion of the connecting forcemain that crosses over the South Florida Water Management District (SFWMD) C-10 Canal at Oakwood Boulevard. 

 

This item seeks approval of the attached resolution by the City Commission to apply for and accept the funding and authorize the appropriate City Officials to accept the funds and to execute any and all grant agreements with the United States Department of Housing and Urban Development Community Development Block Grant Disaster Recovery grant funding in the amount of $3,435,000.00 for the repair and replacement  of the lift stations N-07 and N-08 and of a portion of the connecting forcemain.

 

Upon authorization and approval of the attached resolution by the City Commission, the City staff will move forward with working with the Florida Department of Economic Opportunity to formalize the Sub-recipient agreement and take the necessary steps to meet the requirements of the grant and completing the two projects. 

 

At this time no additional funding is anticipated from the City.

 

 

Fiscal Impact

Funding for this grant will provide new revenue to the City of Hollywood in the amount of $3,435,000.00. In addition, the FY 2021 budget will be amended to appropriate grant funding in the amount of $3,435,000.00 as detailed in Exhibit “1”.

The Department of Public Utilities staff will manage this project. No additional staff is needed for this project.  The maintenance of these facilities will be funded by the Department of Public Utilities Water and Sewer Enterprise Fund No. 442.
