Explanation:
At first reading, on February 2, 2022, after the presentation by Florida Atlantic University (“FAU”) who introduced two new alternative map options 1D and 2D, the City Commission selected map option 1D.
Alternative 1D - Would take the census blocks from District 2 to District 3, the area from 24 Ave east on Johnson Street to Dixie Highway; Dixie Highway north to Taft Street, and Taft Street to 24 Avenue. For a population change in this of 1,498.
The ordinance before you is to approve the new redistricting map for the City Commission Districts.
The City of Hollywood Charter Section 3.01 states that “the district boundaries shall be set by ordinance and updated after each decennial census or as otherwise required by law”. Over the past 10 years, the City of Hollywood has seen a growth in population of over 8%. Combined with future growth projections by FAU, the City could exceed 155,512 people by the year 2023.
FAU was hired to perform a district demographic analysis based upon the changes in population from the census. If the demographic analysis is close to or more than 10% total deviation in each district, a complete redistricting process would then have to be done to redraw the district boundaries.
FAU's analysis shows that District 2, the largest district, accounts for the greatest portion of the City’s projected population with 27,902 residents at 17.94%, this deviates from the theoretical average population of 7.65% or 25,919 people. District 3, the smallest district, has 15.80% of the projected population at 24,576 residents and deviates from the average by -5.18%. This represents a difference of 3,326 people between the two districts.
Some criteria for determining the redrawing of the boundaries:
• The two districts must have approximately the same number of people counted by the census.
• There should be no more than 10% overall deviation from the ideal district size.
• Districts must be composed of contiguous territory.
• Districts should attempt to preserve integrity of community of interest, including neighborhood associations or ethnic or religious enclaves.
• Minimize the degree of change in pre-existing patterns of districts, to promote continuity of citizen identification with a district.
• Avoid placing any two incumbents in a single district.
The City’s webpage at <http://www.hollywoodfl.org/1330/Redistricting> was created to provide residents information on the process.
On January 14, 2022 FAU presented six options for redistricting. These options were developed based upon data from the Census and input from Commission members and the public.
Attached are the final six alternatives presented by FAU.
Alternative 1A - Would take the census blocks from District 2 to District 3, the area from 24 Ave east on Hollywood Blvd to Dixie Highway; Dixie Highway north to Johnson Street, and Johnson Street west to 24th Avenue, 24th Avenue to Hollywood Blvd. For a population change in this area of 1,628.
Alternative 1B - Would take the census blocks from District 2 to District 3, the area from 24 Ave east on Hollywood Blvd to Dixie Highway; Dixie Highway north to Johnson Street, and Johnson Street west to 24th Avenue, 24th Avenue to Hollywood Blvd. For a population change in this area of 1,628. It would also take the census blocks from District 4 to District 2, the area from the C-10 Canal west on Sheridan Street to I-95, I-95 north to Stirling Road, Stirling Road east to C-10 Canal. For a population change in this area of 79. For a total population change of 1,707.
Alternative 1C - Would take the census blocks from District 2 to District 3, the area from 24 Ave east on Johnson Street to Dixie Highway; Dixie Highway north to Taft Street, and Taft Street to 24 Avenue. For a population change in this of 1,498. It would also take the census blocks from District 4 to District 2, the area from the C-10 Canal west on Sheridan Street to I-95, I-95 north to Stirling Road, Stirling Road east to C-10 Canal. For a population change in this area of 79. For a total population change of 1,577.
Alternative 2A - Would take the census blocks from District 2 to District 3, the area from 24 Ave east on Hollywood Blvd to Dixie Highway; Dixie Highway north to Johnson Street, and Johnson Street west to 24th Avenue, 24th Avenue to Hollywood Blvd. For a population change in this area of 1,628. It would also take the census blocks from District 4 to District 5, the area on the north boarder west to 68th Avenue, 68th Avenue south to Charleston Street; Charleston Street east to 67th Avenue, 67th Avenue south to Sheridan Street, Sheridan Street east to 65th Avenue, (known as the T area). For a population change of 2,703. It would also take the census blocks from District 5 to District 4, the area east of 64th Ave south to Hollywood Blvd, Hollywood Blvd east to the Turnpike, Turnpike north to Sheridan Street, Sheridan Street west to 64th Avenue. For a population change of 2,165. It would also take the census blocks from District 6 to District 4, the area from Johnson Street south on the Turnpike to Hollywood Blvd, Hollywood Blvd east to 62nd Avenue. 62nd Avenue north to Pierce Street, Pierce Street east to 60th Avenue and 60th Avenue north to Johnson Street, Johnson Street to the Turnpike. The ordinance before the City Commission on first reading is to select a redistrict map from options 1A, 1B, 1C, 2A, 2B or 2C. The second reading of the ordinance will occur in March.
Fiscal Impact:
Approval of this Resolution will not fiscally impact the City.
