Explanation:
The 2007/2008 Wastewater System Master Plan identified the need to implement several capital improvement projects related to the continued assessment, renewal, and replacement of the major components of the City's sewer collection system.
 
The primary goal of the Gravity Sewer System Condition Assessment, Renewal, and Replacement Program is to reduce the amount of inflow and infiltration (I/I) into the Southern Regional Wastewater Treatment Plant; therefore, this program is also known as the Inflow/Infiltration Reduction Program.
 
Upon the conclusion of the required public procurement process, the Administration recommended the execution of a unit price agreement between T.V. Diversified, Inc. and the City of Hollywood for the implementation of the Gravity Sewer System Condition Assessment Program in the area of Manhole Repairs and Replacements.
 
On December 19, 2012, via Resolution No. R-2012-404, the City Commission authorized the execution of a unit price agreement between T.V. Diversified, Inc. and the City of Hollywood in the estimated amount of $351,217.00 (the Agreement) for seven months.
 
The agreement provides for the renewal and/or extension of the unit price agreement for an additional two (2) years, on a year-to-year basis, if mutually agreed upon by both parties, and under the same terms and conditions.
On July 17, 2013, via Resolution No. R-2013-218, the City Commission approved a one (1) year renewal of the existing unit price contract between the City of Hollywood and T.V. Diversified, Inc. for implementation of the Gravity Sewer System Condtion Assessment and Renewal and Replacement Program in the area of Manhole Repairs and Replacements in an estimated amount of $355,000.00.
 
Based on the findings of the 2007/2008 Wastewater System Master Plan and of previously performed Sanitary Sewer System Evaluation Surveys,  Department of Public Utilities staff has identified additional sanitary sewer basins which require rehabilitation work in the area of Manhole Repairs and Replacements.
 
T.V. Diversified, Inc. is willing to renew under the same terms and conditions of the Agreeememt with the City of Hollywood.
 
The Administration recommends that the City Commission authorize the appropriate City officials to renew the attached agreement between T.V. Diversified, Inc. and the City of Hollywood for a (1) one year period for the implementation of the Gravity Sewer System Condition Assessment, Renewal, and Replacement Program (a.k.a. Inflow/Infiltration Reduction Program) (Level 2) in the area of Manhole Repairs and Replacements, expanding the scope of services and adding funding to the current contract in an estimated amount of $355,000.00, increasing the total estimated amount of the Agreement to $1,061,217.00.
 
Section 38.40(C)(8) of the Code of Ordinances provides that when a contract entered into by the City pursuant to City Commission approval provides for one or more renewals by affirmative action of the City and the estimated annual cost of a renewal exceeds $50,000.00, only the City Commission is authorized to approve such renewals.
 
A portion of the funding for the Gravity Sewer System Condition Assessment, Renewal and Replacement Program (a.k.a. Inflow/Infiltration Reduction Program) (Level 2) Manhole Repairs and Replacements was included in the Capital Improvement Program for FY 2013 that was approved by the City Commission via Resolution No. R-2012-336 and is available in account number 42.4000.86873.536.006301.
 
Additional funding was allocated to the Gravity Sewer System Condition Assessment, Renewal and Replacement Program (a.k.a. Inflow/Infiltration Reduction Program) (Level 2) Manhole Repairs and Replacements via Resolution No. R-2012-092 that was approved by the City Commission on April 4, 2012 and is available   in account number 42.4000.86873.536.006301.
