Explanation:

The collection of solid waste and recycling for the Arapahoe Farms and Young Israel communities is currently taking place through Waste Management as opposed to the City hauler, Waste Pro of Florida, Inc.  These services need to be transferred to regular City services.

 

The Arapahoe Farms and Young Israel communities were annexed into the City of Hollywood from Broward County on September 15, 2001.  Florida Statue 171.062 allows annexed communities to continue existing franchised services for a period of five years after annexation.  As such, R-2001-345 was executed on October 25, 2001 allowing for Broward County to continue providing solid waste collection services until December 31, 2001.  On July 17, 2002, resolution R-2002-257 authorized the execution of an agreement between Browning-Ferris Industries of Florida, Inc (BFI) and the City of Hollywood for solid waste collection.  At the time of the annexation, BFI provided the solid waste services to these areas and was under contract with Broward County.

 

Since the time of the July 17, 2002 resolution, solid waste collection services for these annexed areas have been collected through BFI which was later sold to Waste Management.  The property owners receiving this service are billed and submit payment to Broward County along with their water bill.  Broward County remits payment to the City of Hollywood, which is currently authorized by Interlocal Agreement R-2001-328.  The City then submits payment to Waste Management.

 

The July 17, 2002 resolution allowed for the continuation of the services through BFI for a period of 5 years.  As a part of upgraded contract administration procedures, it was discovered that the 5 year period expired in July 2007 without a new resolution to renew. 

 

The solid waste and recycling collection services for the Arapahoe Farms and Young Israel communities, a total of 81 homes, must be transferred to the standard City collection through Waste Pro as is consistent with the City Ordinance regarding solid waste collection for single family home communities.  The transfer of these services will not result in a rate change to the communities and services would be enhanced to include weekly bulk pick-up as opposed to their current one time a month bulk service. 

 

Residents from the Arapahoe Farms and Young Israel communities were invited to attend a public information meeting which was held on July 20, 2015.  City staff will also be completing a comprehensive education campaign to assure residents are aware of the details of the changes in collection service.  The change of service provider is planned to take place November 1, 2015.

 

We are recommending the continuation of the existing billing arrangement with Broward County as this will result in the least amount of inconvenience to residents who will continue to be able to pay for solid waste services through their water bill.  Funding is available in the Sanitation Fund account numbers 45.5123.00000.534.003117 and 45.5121.00000.534.004362.
