Explanation:
The Department of Public Utilities requires Laboratory Testing and Analysis for Water and Wastewater.
The required Laboratory Testing and Analysis for Water and Wastewater was competitively bid by Volusia County, Florida.
The Volusia County, Florida's Bid Number 14-B-148AK was opened on September 19, 2014 and was awarded to the lowest responsive, responsible bidder, Pace Analytical Services, Inc. on October 16, 2014 for a three (3) year agreement with the option to renew for two (2) additional one (1) year periods.
Pace Analytical Services, Inc. is currently providing these services to the City in a satisfactory manner.
The Director of Public Utilities and the Director of Procurement Services recommend that the City Commission approve the issuance of the attached Blanket Purchase Order agreement for Laboratory Testing and Analysis for Water and Wastewater to Pace Analytical Services, Inc. in an estimated annual amount of $130,000.00.
Award is subject to the City's receipt and approval of all insurance certificates required by the City's Risk Manager.
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
Funding has been provided in the fiscal year 2015 budget in the Public Services Department's Laboratory Account Number 42.4001.00783.536.003117 and Regulatory Compliance Account Number 42.4001.00732.536.003117 and will be budgeted in subsequent fiscal years.
