Explanation:

The City of Hollywood seeks to improve pedestrian safety and alternative modes of transportation. Grant funding for roadway pedestrian improvements such as new sidewalks or roadway lighting construction can be secured under the Broward County Planning Organization Complete Streets and other Localized Initiatives Program (“CSLIP”).

On November 18, 2018, the City Commission passed and adopted Resolution No. R-2018-362, approving and authorizing the appropriate City officials to apply for and, if awarded, accept the Broward Metropolitan Planning Organization (“MPO”) CSLIP grant for Johnson Street from 35th Avenue to 14th Avenue, for street mobility and pedestrian safety improvements including lighting, sharrow bike lanes, railroad pedestrian crossing and sidewalk infill.

On November 6, 2019, the Broward MPO issued an award letter indicating the project had been included in the Florida Department of Transportation (“FDOT”) Work Program for Fiscal Year 2025 Construction in the amount of $1,413,007.00; with such work being delivered as a Local Agency Program (“LAP”) project, with the City funding the design phase.

On March 15, 2023, the City Commission passed and adopted Resolution No. R-2023-69, approving and authorizing appropriate City officials to execute an Authorization to Proceed with Marlin Engineering, Inc. for the design and permitting of the Johnson Street Local Agency Program Project, from North 35th Avenue to North 30th Road, and from North 21st Avenue to North 14th Avenue in an amount up to $298,924.00.

On July 3, 2024, the City Commission passed and adopted Resolution No. R-2024-233, approving and authorizing appropriate City officials to accept and execute LAP Agreements for construction of the Johnson Street Local Agency Program Project from North 35th Avenue to North 30th Road, and from North 21st Avenue to North 14th Avenue, in an amount up to $1,413,007.00.

On November 10, 2024, the City advertised Invitation for Bid IFB-259-25-AR for the Johnson Street Local Agency Program Project (“Project”) on www.Opengov.com <http://www.Opengov.com>., and the award of the construction contract is being considered on this City Commission agenda.

The Department of Design and Construction Management (“DCM”) desires to hire RK&K to provide construction engineering, inspections (“CEI”), and contract compliance specialist services for this Project.

RK&K and the City currently have a Continuing Services Agreement for engineering services which was approved by the City Commission pursuant to Resolution No. R-2021-208, on September 1, 2021. As directed by the City’s Office of Procurement and Contract Compliance, DCM coordinated with the consultants next up for negotiations in the City’s CEI Continuing Services Contracts consultant pool.

Two CEI consultants were not able to commit their resources to the Project scope and time frame and, as such, negotiations were terminated.

DCM negotiated the Project scope and fee with RK&K in an amount up to $204,347.88, that staff has determined to be fair and reasonable and in accordance with industry standards.

The Director of DCM recommends that the City Commission authorize the appropriate City officials to execute an Authorization to Proceed with RK&K.
