Explanation:
Florida Department of Transportation (“FDOT”) certifies local agencies to administer federally funded transportation projects through the Local Agency Program (“LAP”).
Various elected officials from Cities of Hollywood, Tamarac, Pompano Beach, Plantation and Dania Beach (Founding Members), have been working with the Broward Metropolitan Planning Organization (“BMPO”) to create an entity that may be LAP certified to assist in completing some of the federally funded projects within their respective jurisdictions on as-needed basis. As a result, the development of the Metro Transportation Engineering & Construction Cooperative (“MTECC”) has been discussed with the idea that if LAP certified, the agency would be able to administer some of the tasks related to construction of the federally funded projects for the Cities.
The interlocal agreement between BMPO and the five municipalities is attached as an exhibit to the resolution. It provides the details of how the agency would function, and includes the fiscal impacts as set forth below to the City.
Fiscal Impact:
Initial funding of $100,000.00 for the establishment of MTECC will be made available in account number 001.140202.51500.531300.000000.000.000 via a companion resolution. The annual fee of $25,000.00 will be budgeted in subsequent fiscal years’ operating budgets subject to the approval and adoption by the City Commission.
