Explanation:

On March 12, 2019, the City held a Special Election where a majority of voters approved funding, through a General Obligation Bond (GO Bond), for the Tidal Flood Mitigation and Shoreline Protection Project.

 

This General Obligation Bond Project was divided into 22 smaller projects and classified by priority. Priority 1 projects will address public property areas around North Lake and South Lake inlets that do not have shoreline protection. Shoreline protection will be provided to meet the 5 foot NAVD88 elevation as required by the Broward County Code of Ordinances, and to offer protection from the projected 2050 sea-level elevations.  Priority 2 projects will increase the level of protection for public property, which currently have some form of tidal barrier, but which do not meet 2050 projections. Priority 3 projects will deal with western portions of the inlets that are not posed an immediate risk from projected sea-level rise, but do not meet currently accepted methods of shoreline protection and 2050 elevation projections.

 

The Tidal Flooding Mitigation and Shoreline Protection Project, Phase II-Holland Park Tidal Barrier and Living Shoreline Protection is a Priority 2 project and was funded by the General Obligation Bond to complete the conceptual design phase only.

 

The Department of Design and Construction Management, on behalf of the City, submitted a grant application to the State of Florida Department of Environmental Protection (“FDEP”) for funding through its Resiliency Grant Program in the amount of $294,997.80.

 

The City was awarded FDEP Resiliency Grant Program funding in the amount of $294,997.80 for the development of construction documents for the Tidal Flooding Mitigation and Shoreline Protection Phase II-Holland Park Tidal Barrier and Living Shoreline Protection Project.

 

Once the construction documents are completed, the City will able to pursue additional grant opportunities to fund the construction phase of this project.

 

The acceptance of the grant funds does not require a contribution of matching funds and will incur no cost to the taxpayers of the City.

 

The Department of Design and Construction Management recommends that the City Commission authorize the appropriate City officials to accept the FDEP Resiliency Grant Program funds in the amount of $294,997.80 and authorize the appropriate City officials to execute all grant documents to obtain the funding.

 

 

Fiscal Impact:

If approved, grant funding in the amount of $294,997.80 will be appropriated in the FY 2022 Operating Budget for Phase II-Holland Park Tidal Barrier and Living Shoreline Project as detailed in Exhibit 1.
