Explanation:

The City of Hollywood Fire and Beach Safety, Station 40 (FS 40), located at 707 S. Ocean Drive, Hollywood, Florida 33019, is an active fire station that operates 24 hours a day, seven days a week, and houses on-duty fire rescue personnel.

 

The existing HVAC system at FS 40 has reached the end of its useful life and is due for a full replacement. Ongoing system failures have significantly impacted daily operations, requiring the use of temporary air conditioning units to maintain acceptable indoor temperatures. These temporary measures are not a long-term solution, as the current air handler and condenser units are due for complete replacement.

 

SGM Engineering, Inc. (“SGM”), previously procured through RFQ-4666-21-DCM for Various Engineering Services Disciplines and authorized under the City’s Continuing Services Contracts via Resolution No. R-2021-208, was selected to develop the HVAC construction documents for this project. The Authorization to Proceed for design was issued to SGM on March 31, 2025.

 

Upon completion of the construction documents, Invitation for Bid Number IFB-351-26-WV was electronically advertised on OpenGov.com on November 10, 2025, utilizing the construction documents prepared by SGM, to solicit construction services in accordance with Section 38.43(A) of the Procurement Code.

 

On December 17, 2025, the Office then titled Procurement and Contract Compliance, in coordination with the Department of Design and Construction Management (“DCM”), received three bid responses for IFB-351-26-WV. The bids received were as follows:

Advanced Roofing, Inc. was determined to be the lowest responsive and responsible bidder, offering the best overall value to the City.

 

The Department of Design and Construction Management and the Office then titled Procurement and Contract Compliance reviewed and evaluated the submitted bids in accordance with Section 38.43(F) of the City’s Procurement Code and confirmed that Advanced Roofing, Inc. submitted the lowest responsive and responsible bid.

 

On January 22, 2026, a Notice of Intent to Award was posted on the City’s website and www.OpenGov.com <http://www.OpenGov.com>. No bid protests were received during the designated protest period.

 

Staff further recommends the inclusion of $129,200.00 for Variable Air Volume Units and ancillary work, and $70,800.00 Owner’s Contingency to address potential unforeseen conditions or minor scope adjustments during construction. The contingency will help prevent project delays and allow for timely resolution of issues as they arise. The total project amount, including the base bid, allowances and contingency, is $599,660.00.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account numbers 334.219901.51900.564530.001662.000.000 and 334.179901.52200.564530.002000.000.000.
