Explanation:

The mission of the Historic Preservation Board is to protect and preserve properties and areas of historical, architectural and archeological merit; to encourage and promote restoration, preservation, rehabilitation and revitalization of Historic Sites and Districts by providing technical assistance, investment incentives, and facilitating the development review process; to combat urban blight, promote tourism, foster civic pride, and maintain physical evidence of the City's heritage; and to promote excellence in urban design by assuring the compatibility of restored, rehabilitated, or replaced structures within Historic Districts.

 

The Board’s purpose is to make recommendations and decisions to better position the City for appropriate growth through a public hearing process; which promotes community input. One of the functions of the Board is to maintain the “Certified Local Government” status from the Florida Department of State Bureau of Historic Preservation, which assists Planning officials in preserving historic and cultural resources and helps to create public awareness of historic preservation. Duties of the Historic Preservation Board include review and consideration of projects on Historic Sites, or within Historic Districts, or Historic Multiple Property Resource Listing Districts and requiring Variances, Certificates of Appropriateness for Design, and Site Plan, pursuant to Article 5 of the Zoning and Land Development Regulations. The Board also considers the designation of new historic sites and districts; and any amendments applicable to existing historic sites and districts.

 

To aid the Board, the City also adopted the National Registry Guidelines for Building, Additions, and Safety (The Secretary of the Interior’s Standards for Rehabilitation and Guidelines of Rehabilitating Historic Buildings, U.S. Department of Interior National Park Service); and the City of Hollywood’s Design Guidelines for Historic Properties and Districts.

 

The Historic Preservation Board shall consist of seven members and two alternate members, as follows:

 

Architect with Experience in Historic Structures: Dulce Conde (2017-2026)

Architectural Historian or Land/Urban Planner: Vacant, not filled

Engineer or General Contractor: Vacant, not filled

Professional (Architect, Landscape Architect, Urban Planner, Historic Preservationist, Registered Interior Designer): Ari Sklar (2017-2026)

Representative of the Hollywood Historical Society: Kathleen DiBona (2024-2027)

Real Estate Broker or Salesperson: Vacant, not filled

Citizen at Large: Terry Cantrell (2024-2027)

Alternate: Fred Villers Furze (2023-2026)

Alternate: William Treece (2018-2025) Expiring 6/30/2025

 

There are currently four vacant seats on the Historic Preservation Board; three seats with terms expiring on June 30, 2027 and one seat expiring June 30, 2025:

 

Architectural Historian or Land/Urban Planner: vacant, not filled

Engineer or General Contractor: vacant, not filled

Real Estate Broker or Salesperson: vacant, not filled

Alternate: William Treece (2018-2025)

 

The City Clerk publicly advertised the vacancies and solicited interest forms from residents. However, no applications were received for the Architectural Historian or Land/Urban Planner category, nor for the Engineer or General Contractor category.

 

 

Fiscal Impact:

Approval of this Resolution will not fiscally impact the City as this is a proposal for appointments to the Historic Preservation Board.
