Explanation:
The Police Department/Code Enforcement requires services for lot clearing and tractor mowing, hedge trimming, tree trimming and removal of all other identified debris from non-maintained improved properties and vacant lots in order to keep the properties up to code throughout the City.
Notices of Bid F-4383-14-JE were mailed on December 13, 2013, and the bids were electronically advertised on the City's website and DemandStar in accordance with the City's Purchasing Ordinance, Section 38.42 (A) (1);
Bid Number F-4383-14-JE was opened on January 9, 2014, and resulted in responses from ten (10) bidders as follows:

As part of the Bidder's Acknowledgment page of the bid document it clearly states that the undersigned bidder (person authorized to sign on behalf of the vendor) certifies that this bid is made without prior understanding, agreement, or connection with any corporation, firm or person submitting a bid for the same materials, supplies, services, or equipment, and is in all respects fair and without collusion or fraud.
After all bids were received and evaluated it was determined that X-Treme Lawn & Landscape and Toilet Taxi Corporation shared the same office location and are therefore, connected in business services, and therefore, their bids are deemed disqualified from the bidding process.
Weed-A-Way, Inc met all requirements of the bid and a check of their references proved to be satisfactory.
The City reserves the right to cancel this agreement with or without cause.
The Chief of Police and the Director of Procurement Services have recommended that the City Commission approve the award of the bid and the issuance of the attached Blanket Purchase Order to the lowest responsive, responsible bidder, Weed-A-Way, Inc of Hollywood, Florida in an estimated amount of $127,635.00 for a one (1) year period with the right to renew for two (2) additional one (1) year periods based on satisfactory performance, mutual acceptance and the determination that all renewals are in the best interest of the City.
Funding has been appropriated in the FY2014 budget in the Lot Mowing Account Number 01.2046.00143.539.004648 and funding will be requested in subsequent fiscal years.
Award is subject to the City receiving all insurance required and approved by the City's Risk Manager and other terms and conditions required by the City Manager and the City Attorney.
