Explanation:

The Department of Public Utilities (“Department”) operates a wastewater system, which consists of collection/transmission pipes, 88 sewer lift stations, and the reuse supply system within the City’s corporate limits.  Sewer Lift Station (“LS”) E-4 is located on South 10th Avenue and abuts South Lake; please see the attached location map.  The existing ductile iron force main downstream of LS E-4 was installed in 2003 and is corroded due to brackish ground water.  As a result, this force main has failed on five (5) occasions in 2022: January 1st, March 6th, March 25th, April 7th and 15th at different locations between LS E-4 and Adams Street. On these occasions, temporary repairs were performed.  Please see the attached pictures.

 

Recent frequent failures of this force main and its proximity to the Intracoastal waterways is of concern due to its potential for adverse impact to the environment, public health and regulatory violations. Therefore, Department staff determined that approximately 700 feet of this force main must be replaced immediately.

 

On April 8, 2022, Department staff requested proposals for an emergency force main replacement from four (4) contractors who have active construction contracts with the City. Below is a summary of the lump sum cost proposals:

Department Staff determined that Southeastern Engineering Contractors, Inc. is experienced and capable of completing this project and their fee is fair and reasonable and in accordance with industry standards.

 

On April 18, 2022, pursuant to Section 38.41(C)(1) of the Procurement Code, the City Manager approved and authorized an emergency purchase order with Southeastern Engineering Contractors, Inc. for the emergency replacement of the force main downstream of sewer lift station E-4 in the lump sum amount of $283,992.00 based upon the attached Department Memo.

 

The Director of the Department of Public Utilities and the Assistant Director of Financial Services for Procurement recommend the City Commission ratify the City Manager’s approval of the issuance of a purchase order with Southeastern Engineering Contractors, Inc. for the emergency replacement of the force main downstream of sewer lift station E-4 in the lump sum amount of $283,992.00

 

 

Fiscal Impact

Funding has been provided in the fiscal year 2022 budget for the Department of Public Utilities in Account Number 442.409905.53600.599990.000457.000.000.
