Explanation:
The Department of Public Utilities (“Department”) seeks Commission approval to enter into a Blanket Purchase Agreement (“BPA”) with A.J. Panzarella Waste and Recycling Services (“Panzarella”) for the removal and disposal of grit and screenings at the Southern Regional Wastewater Treatment Plant (“SRWWTP”). These services are essential to SRWWTP’s operations and necessary for protecting and extending the lifespan of critical equipment. A specialized company must remove grit from sewage; it cannot be handled via routine waste disposal.
The City of Pembroke Pines competitively bid these services through Invitation for Bid (“IFB”) #PSUT-22-03 and awarded the contract to Panzarella on February 2, 2023, to run through February 2, 2027, with a provision for up to three optional two-year renewals. Panzarella has agreed to extend the same pricing and terms to the City. The initial term for the proposed agreement would be from August 27, 2025, through February 2, 2027, in an annual amount up to $391,699.61.
The Department Director and the Chief Procurement Officer recommend that the City Commission approve the attached BPA to Panzarella in an annual amount up to $391,699.61.
Fiscal Impact:
A portion of the funding for this BPA is available in FY 2025 Operating Budget in account number 442.400601.53600.543630.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
No new staff will be needed as a result of this resolution.
