Explanation:
The Department of Parks, Recreation and Cultural Arts (“PRCA”) recommends an update to the annual lease agreement fee for the use of public lands to construct and maintain private boat docks.
On September 16, 2020, Resolution No. R-2020-221 was passed and adopted by the City Commission. Unfortunately, residents were displeased with the new rate and shared their displeasure with PRCA. Several months following approval of the resolution, the City Commission requested PRCA staff revisit the proposed fee increase and the timing of the increase. On August 11, 2021, PRCA staff held a public meeting with upland owners to discuss the resolution.
Taking into account the feedback received from the impacted owners and recommendations made by the Urban Group Real Estate Consultant 2019 report, PRCA recommends revisions to the annual license fee schedule.
The new proposed lease fee shall be adjusted annually based on the chart in this new Resolution and on October 1, 2026, the lease fee shall be adjusted by the Consumer Price Index (“CPI”) specified in the Resolution plus applicable rental sales tax. Subsequent adjustments shall be made each year thereafter.
Fiscal Impact:
The proposed fee is expected to generate an estimated revenue of $31,600 in FY2022 and an estimated amount of $23,500 of revenues that have yet to be collected for FY2021.
