Explanation:

City of Hollywood staff submitted a grant application to the State of Florida Department of Environmental Protection (“FDEP”) for funding through its Resilient Florida Grant Program in the amount of $800,000 to fund the citywide vulnerability assessment update; FDEP awarded the total grant request which has no match requirement. Staff is currently working on the Grant agreement with FDEP.

 

The City completed a vulnerability assessment for tidal flooding, storm surge, and extreme precipitation in 2020. The parameters used for modeling future flooding differ from those in a new Florida State Statute, F.S. 380.093.

 

The City has issued a Request for Qualification to  secure a consultant to update the vulnerability assessment in order to fully comply with F.S. 380.093 requirements, incorporate its new Stormwater Master Plan, conduct analyses to comply with the Peril of Flood statute section 163.3178(2)(f), and draft corresponding comprehensive plan language.

 

The City’s consultant will then examine the highest-ranked vulnerable critical assets to address their vulnerabilities to future flood hazards and provide an adaptation plan for the most critical assets; detailing how best to reduce or eliminate the vulnerability to flooding for each asset.

 

Strategies include, but are not limited to, raising hardening and modifying structures, as well as changing the City code and policies as deemed appropriate. The City will explore natural solutions alongside more traditional adaptation and hardening methods.

 

Additional considerations will include cost, ease of implementation, and overall social, environmental, and economic resilience benefits. Deliverables for this portion of the project include 1) a technical report summarizing the findings of the detailed analysis; 2) conceptual adaptation drawings for assets where physical adaptations are possible and recommended, to be designed by a Florida-registered Professional Engineer; and 3) a list of regulatory needs for each of the assets examined.

 

The Updated Citywide Vulnerability Assessment, completed in accordance with F.S. 380.093, will assist with, and be required for, new FDEP Resiliency project implementation grant applications. This plan is be coordinated with and fit as one of the elements of the Broward County Regional vulnerability assessment, which is its early stages.

 

The Director of Design and Construction Management recommends that the City Commission authorize the appropriate City officials to accept the Florida Department of Environmental Protection Resilient Florida Grant in the amount of $800,000.00, and authorize the appropriate City Officials to execute all applicable grant documents and agreements.

 

Fiscal Impact:

If approved, grant funding in the amount of $800,000.00 will be appropriated in the FY2023 Operating Budget and Capital Improvement Plan as detailed in Exhibit 1.
