Explanation:
The City of Hollywood (“City”) required circulator services to provide residents and tourists with alternative transportation to and from West Hollywood, Downtown Hollywood, Hollywood Beach, and the City’s parking garages.
On June 7, 2023, the CRA Board passed and adopted Resolution No. R-CRA-2023-18, authorizing the expenditure of funds for the CRA portion of the initial one-year term from July 1, 2023, to June 30, 2024, in an estimated amount up to $593,845.42.
On May 1, 2024, the CRA Board passed and adopted Resolution No. R-CRA-2024-22, approving the expenditure of funds for the CRA portion of the first of three additional one-year renewals of the Contract from July 1, 2024, to June 30, 2025, in an estimated amount up to $593,845.42.
On June 4, 2025, the CRA Board passed and adopted Resolution No. R-CRA-2025-19, approving the expenditure of funds for the CRA portion of the second of three additional one-year renewals of the Contract from July 1, 2025, to June 30, 2026, in an estimated amount up to $470,567.00.
On March 4, 2026, the City Commission adopted Resolution No. R-2026-097, authorizing the appropriate City officials to accept funding, upon award, for a Florida Department of Transportation (“FDOT”) micro-transit pilot program in an amount not to exceed $ 1,400,314.00, and commit a total of $700,157.00 in local funds to fulfill the grant's 50% matching fund requirement over a three-year period. FDOT final funding is contingent upon execution of the Public Transit Grant Agreement prior to commencement of any work activities.
The City and Circuit Transit LLC, wish to amend the Contract, attached as Exhibit “A” to: (1) ensure compliance with the requirements of the Broward County Third Amendment of the Transportation Surtax Interlocal Agreement, including that, to the maximum extent allowable under Applicable Law, the City shall indemnify, defend, and hold Broward County harmless from all claims, causes of action, and damages of any kind associated with the provision of On-Demand Transportation Services, and (2) extend the contract renewal option for three additional one-year periods to align with the duration of the FDOT grant.
The Department of Development Services, Engineering, Transportation and Mobility Division desires to issue the third of three additional one-year renewals to the Contract in the annual amount of $1,549,000.00 for a one-year renewal period from July 1, 2026, to June 30, 2027, which includes a 3% escalation of costs and $264,654.00 for the first FDOT grant match funding.
The total estimated annual cost of $1,549,000.00 for the services will be jointly funded by the CRA and City as follows:
Zone 1 Total: $1,163,569.19
- CRA will contribute 42% ($488,699.06) of costs from account numbers 163.638504.55200.548060.000000.000.000 and 166.668602.55200.548060.000000.000.000
- The City will contribute the remaining 58% ($674,870.13) from account number 336.140201.54100.531170.000000.000.000
Zone 2 Total: $385,430.81
- The City will contribute 100% of the costs using account number 336.140201.54100.531170.000000.000.000, and funding from the micro-transit pilot program grant and Surtax Third Amendment.

Funding for this service is available in Downtown CRA and Beach CRA Operating budgets in account numbers 163.638504.55200.548060.000000.000.000 (Local Transit System) and 166.668602.55200.548060.000000.000.000 (Local Transit System).
