Explanation:
The City has the responsibility of planning, regulating, designing, constructing, operating, and maintaining the Southern Regional Wastewater Treatment Plant and the wastewater collection system including 85 sewer lift stations and over 280 miles of sewer conveyance. Various locations within the sewer collection system, including the intersection of Tyler Street and 13th Avenue, and McKinley Street between 18th Avenue and N. 24th Avenue, have experienced a lack of air ventilation resulting in odor complaints from residents. The Department of Public Utilities (“Department”) recommended addressing these concerns by installing vent pipes to provide ventilation & odor control at the aforementioned locations. Should these measures prove successful, they may be replicated at other locations as needed.
Department staff prepared bid documents and posted a Notice of Bid Availability for Bid No. IFB-057-23-JJ on OpenGov in accordance with Section 38.43(A) of the Procurement Code on March 2, 2023. Bid No. IFB-057-23-JJ was electronically opened on April 26, 2023, with the following results:

Department and Office of Procurement staff thoroughly evaluated the submitted bid in accordance with Section 38.43(F) of the City’s Procurement Code, and after the evaluation, Southeastern Engineering Contractors, Inc. was determined to be the lowest responsive and responsible bidder. On May 17, 2023, a Notice of Intent to Award related to the project was posted on the City’s website and on OpenGov, and resulted in no bid protests.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached contract with Southeastern Engineering Contractors, Inc. in an amount up to $200,495.00 for the McKinley Street Interceptor Ventilation and Tyler Street Conflict Box Revision Project construction services.
Upon authorization from the City Commission, the project will be completed in 300 days from the date of the Authorization to Proceed.
Fiscal Impact
Funding for the project was included in the amended FY 2023 Capital Improvement Plan and is available in account number 442.409903.53600.563010.001482.000.000.
Department staff will manage this project. No additional staff is needed as a result of this project.
