Explanation:

On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208, approving and authorizing the appropriate City officials to execute Continuing Services Agreements with various firms to provide Construction Engineering Inspection (“CEI”) services, Carnahan, Proctor and Cross, Inc. (“CPC”) being one of those firms.

 

The Department of Design and Construction Management (“DCM”) requested a proposal from CPC to provide Construction Engineering Inspection (“CEI”) services for three separate signage projects-the General Obligation Bond Citywide Gateway and Neighborhood Signage Project (“GOB Signage Project”), the Community Redevelopment Agency Beach Signage Project (“BCRA Signage Project”), and the Community Redevelopment Agency Downtown Signage Project (“DCRA Signage”), to be administered as a single combined contract.

 

A dedicated outside CEI professional will be assigned to the projects from start to finish to ensure quality control, safety, and compliance throughout the installation process, thereby serving a public purpose by safeguarding public investment and ensuring the long-term durability and safety of the signage installations.

 

To maximize cost efficiency, reduce administrative overhead, and streamline project management, the City has determined that consolidating the CEI services for the Community Redevelopment Agency (“CRA”) signage projects with the City’s signage project is advantageous.

Since all these projects are being undertaken concurrently by the same signage contractor, combining them into one CEI contract will promote consistency in management, inspections, scheduling, and execution, while leveraging economies of scale to optimize budget and resource utilization. The costs associated with the consolidated signage CEI contract will be shared equitably between the CRA and the City to reflect their respective project scopes and responsibilities.

 

The CRA will provide funding to the City in the total amount of $63,257.04.  The scope of work includes all necessary CEI and contract compliance specialist services required for the combined signage project, consisting of approximately 68 signs within the GOB Signage Project, 16 signs within the BCRA Signage Project, and 25 signs within the DCRA Signage Project.

 

CPC submitted a proposal to perform CEI services for this project in an amount up to $184,800.00, which City staff has reviewed and determined to be fair, reasonable, and consistent with industry standards.

 

The Deputy Director of DCM recommends approval of the proposed scope of work and execution of an Authorization to Proceed with CPC to provide CEI services for the project.

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and the FY 2026 Beach and Downtown CRA budgets, and is available in account numbers
