Explanation:
The Department of Public Utilities (Department) requires ongoing preventative maintenance and emergency response services for the chlorine facility at the Southern Regional Wastewater Treatment Plant. Disinfection is the final and critical step in the wastewater treatment process, serving as a safeguard for human, animal, and environmental health. At the facility, liquid chlorine is used to disinfect treated wastewater for non-potable water uses and to treat the reuse water system.
To maintain effective and reliable disinfection operations, the chlorine system’s specialized equipment-including chlorinators, evaporators, and injectors - must undergo routine annual and semi-annual maintenance. These services are essential to ensuring proper system performance, regulatory compliance, and uninterrupted plant operations.
Water Treatment and Controls Technology (WTCT) is the sole provider capable of performing the required maintenance and emergency services for this equipment. A sole source authorization letter confirming WTCT as the exclusive service provider was issued by Evoqua Water Technologies on October 14, 2025. In compliance with procurement procedures, Notice to Sole Source NTSS-358-26 was posted on OpenGov from October 29, 2025, to November 5, 2025, and received no responsive inquiries.
