Explanation:

The City of Hollywood Department of Public Utilities (“Department”) provides retail water service to approximately 150,000 residents of the City as well as portions of the Town of Davie, the City of Dania Beach, and the Seminole Tribe of Florida reservation.  The Department’s water system includes approximately 700 miles of water main pipe ranging in size from 2 to 36 inches in diameter.  The City also provides wholesale potable water service to Broward County through pipelines that serve the County’s retail water customers located in its Districts 3A and 3B/C.

 

The City’s water system consists of wellfields, a water treatment plant, and a distribution system.  This entire system is regulated under the Federal Safe Drinking Water Act (“SDWA”).  The SDWA established protective drinking water standards for more than 90 contaminants, including lead and copper.  Lead and copper primarily enter drinking water through plumbing materials.  Exposure to lead and copper may cause health problems ranging from stomach distress to brain damage.  The Environmental Protection Agency (“EPA”) revised the existing Lead and Copper Rule (“LCRR”) in 2021, to enhance implementation of monitoring, treatment, customer awareness, and lead service line replacement requirements.

 

The Department has determined that professional engineering support services are necessary to develop the City’s LCRR compliance strategy, create a service line material inventory, create public education materials, and provide stakeholder outreach support.

 

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283, which authorized the execution of continuing professional consulting engineering services contracts with four firms for Water Treatment Plant and Southern Regional Wastewater Treatment Plant projects, one of the firms being Arcadis U.S., Inc.  On July 26, 2021, the continuing services contract with Arcadis U.S., Inc. was renewed for another two-year period, through November 6, 2023.

 

The Department requested a proposal from Arcadis U.S., Inc. to provide the aforementioned LCRR-related services.  Department staff reviewed the proposal submitted by Arcadis U.S., Inc. and negotiated the project scope and fee in an amount up to $432,160.00 with Arcadis U.S., Inc. Staff has determined that both the project scope and fee are fair and reasonable and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed for Work Order No. ARC 23-03 with Arcadis U.S., Inc., in an amount up to $432,160.00 on an as-needed basis.

 

 

Fiscal Impact:

There is a companion resolution (budget amendment) that will allocate funding in account number 442.409904.53600.563010.001468.000.000 for professional engineering support services for Lead and Copper Rule compliance strategy.

 

The Department of Public Utilities staff will manage this project.  No additional staff are needed as a result of this project.
