Explanation:

The Department of Design & Construction Management recommends it is in the best interest of the City to enter into continuing services contracts with multiple architectural and land surveying firms to provide professional services that may be required to implement future Citywide projects.

 

The acquisition of professional Architecture, Landscape Architecture, and Consulting Services by a state agency, a municipality, a political subdivision, a school board or district are governed by Florida Statute 287.055, known as the Consultants’ Competitive Negotiation Act (CCNA). CCNA provides for public and competitive qualification-based selection. It allows for continuing services contracts, entered into under the requirements of this act and for a limited term, for projects with an estimated construction cost of less than $7,500,000.00 or study activity if the fee for each individual study does not exceed $500,000.00. 

 

These professional services for specific projects will be requested on an “as needed - when needed” basis and the initial term of each continuing service contract will be for three years with the option to renew the contract for two subsequent two-year terms based on satisfactory performance and mutual agreement.

 

The City followed the procedures established in the Florida Statutes, Section 287.055, Consultants’ Competitive Negotiation Act to procure services from such services. The City advertised on Bidsync on December 20, 2023, a Request for Qualifications (RFQ) No. RFQ-160-24-WV on OpenGov.com to Provide for Various Architectural & Consulting Services (Disciplines) through Continuing Contracts. 

 

A total of two thousand three hundred and seventy two 2,372 firms viewed and one hundred and eight (108) downloaded the RFQ documents, Statements of Qualifications (“SOQ”) were received on February 15, 2024, from eighteen (18) firms as shown on the attached Consultant Selection Final Ranking Sheet. Upon review of the Statements of Qualifications, the firms were ranked based upon specific selection criteria.  The Evaluation Committee was comprised of Construction Management Field Service Manager, a Landscape Plans Examiner, and a Planning Administrator. 

 

On April 30, 2024, members of the Evaluation Committee met in a publicly advertised meeting to evaluate SOQs based on the selection criteria published in the RFQ and decided interviews and/or oral presentations were not necessary. Evaluation Committee ranked the qualified firms as described below, with the highest average score dictating the highest ranked, for each of the 3 disciplines:

The Department of Design and Construction Management and the Chief Procurement Officer recommends that the City Commission authorizes the appropriate City officials to execute the continuing service contracts with (11) eleven of the highest ranked architects, six (6) of the highest ranked landscape architects and four (4) of the highest ranked land surveyor firms to provide services as set forth above and begin contract negotiations as Citywide projects are approved.

 

 

Fiscal Impact:

Approval of this resolution will not fiscally impact the City as this is a proposal to execute continuing services contracts with the highest ranked firms to provide various architectural and consulting services (disciplines) for citywide projects.
