Explanation:

In March of 2019, the City of Hollywood voters passed the General Obligation Bond, which included provisions to set funding aside in the amount of $2,189,119.00 for the establishment of a Traffic Calming Program ("Program") to address safety concerns raised by residents regarding vehicular speeding and cut-through traffic in their neighborhoods.

 

On March 4, 2020, the City Commission passed and adopted Resolution No. R-2020-056 approving and authorizing the appropriate City officials to issue an Authorization to Proceed with Atkins for the establishment of a traffic calming program. The finding and status were presented by Atkins on June 2, 2021 to the City Commission.

 

On September 14, 2021, the City Commission passed and adopted Resolution No. R-2021-230 approving and authorizing the appropriate City officials to issue an Authorization to Proceed with Atkins for Phase II to develop conceptual plans of the traffic calming program.

 

On July 6, 2022, the City Commission passed and adopted Resolution No. R-2022-191 approving and authorizing the appropriate City officials to issue an Authorization to Proceed with Atkins to provide professional engineering services for the design of Traffic Calming Improvements within various districts - 1-4 & 6.

 

The design plans are completed and are being permitted under two separate sets of construction plans with Broward County Traffic Engineering and the City of Hollywood. This Invitation for Bid (IFB) and contract award recommendation is for the speed tables scope of work. The second set of construction plans for Round Abouts and Roadway Realignments is currently in final design and permitting.

 

On July 23, 2024, the City advertised on www.Opengov.com Invitation for Bids IFB-223-24 AR for District 1-4 & 6 Traffic Calming Improvements (“IFB-223-24-AR"), or, more specifically, for construction services for District 1-4 & 6 Traffic Calming Improvements Speed Tables .

 

On August 22, 2024, the Department of Procurement and Contract Compliance and the Department of Design and Construction Management (“DCM”) received two bids as listed below:

DCM and the Department of Procurement and Contract Compliance reviewed and evaluated the submitted bids in accordance with Section 38.43(F) of the City’s Procurement Code and, after the evaluation, The Stout Group, LLC was determined to be the best value and the lowest responsive and responsible bid.

 

On September 5, 2024, a Notice of Intent of Award was posted on the City’s website and on www.Opengov.com and resulted in no bid protests by the deadline of September 16, 2024.

 

The Director of DCM and the Chief Procurement Officer recommend that the City Commission award IFB-223-24-AR to The Stout Group, LLC., and approve and authorize the appropriate City officials to execute a contract with The Stout Group, LLC. in the amount of $ 700,408.00.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2025 Capital Improvement Plan and is available in account number 333.149901.54100.563010.001185.00.000.
