Explanation:
On July 3, 2024, the City Commission passed and adopted Resolution No. R-2024-251, which approved the Five-Year Consolidated Plan for Federal Program Years 2024/2025-2028/2029 and Annual Action Plan and Projected Use of Funds for Federal Program Year 2024/2025 that includes the eligible activities under Community Development Block Grant (“CDBG”) funds, which include Public Facilities and Infrastructure.
As part of the approved Annual Action Plan, the City allocated $250,000.00 in CDBG funding to the Boys and Girls Club of Broward County, Inc. (“BGCBC”) to support the renovation and expansion of the Marti Huizenga Boys & Girls Club, including the development of a teen center located at 1111 North 69th Way in the Boulevard Heights neighborhood.
BGCBG serves as an important community resource, providing youth with educational, recreational, and enrichment opportunities in a safe and supportive environment. The teen center will expand programming capacity and enhance services available to youth residing in the surrounding low- and moderate-income neighborhoods.
During construction, several unanticipated expenses were identified, including the integration of the fire alarm systems serving both buildings into a single code-compliant system, electrical and lighting modifications, roof repairs, low-voltage upgrades, exterior lighting improvements, and the construction of an ADA-compliant entrance ramp. These improvements were necessary to meet life-safety, accessibility, and code-compliance requirements. These unforeseen costs, together with increases in construction and material prices, created a funding gap that exceeded the resources available under the original CDBG award and threatened completion of the teen center improvements.
BGCBC requested additional funding to address the project's remaining funding gap. Following discussions with BGCBC and a review of project documentation, staff determined that an additional allocation of $300,000.00 is appropriate and necessary to support completion of the project. As a condition of receiving the additional funding, BGCBC will continue to comply with all applicable federal requirements.
On May 13, 2026, the Community Development Advisory Board reviewed the BGCBC funding request and recommended approval of a First Amendment to increase funding by $300,000.00 for a total amount not to exceed $550,000.00, and extending the agreement term through November 30, 2027.
