Explanation:

In a Special Election held on March 12, 2019, voters of the City approved a variety of projects to be funded by a General Obligation Bond, including the Hollywood New Police Headquarters.

 

On February 19, 2020, the City Commission passed and adopted Resolution No. R-2020-047, approving the proposal with O’Donnell Dannwolf and Partners Architects, Inc. (“ODP”) to provide architectural/engineering services for the New Police Headquarters project based upon the Professional Services Agreement approved by Resolution No. R-2019-222.

 

The New Police Headquarters concept, schematic, design development and construction documents have been completed by ODP and the project has proceeded to the construction administration phase. 

 

Throughout the course of the project, a number of additional services proposals have been approved in accordance with Section 38.48 of the Procurement Code. The City Manager has previously approved Additional Services Proposal Numbers 1 through 6 for a total amount of $98,420.00, and the City Commission previously approved Additional Services Proposal Number 7 for an amount of $367,320.00. 

 

The design team submitted Additional Services Proposals 8, 9, and 10, which were reviewed by the Department of Design and Construction Management (“DCM”), but were rejected.  The design team then submitted Additional Services Proposal Numbers 11 and 12 for a total amount of $0.00, which were approved. The design team also submitted Additional Services Proposal Numbers 13, 14, 15 and 16 in an amount up to $247,973.50, which the City Commission previously approved.  DCM rejected Additional Services proposal 17.  Additional Services Proposal 18 for $0.00 was approved.  Additional Services Proposals 20, 21 and 22 were approved by the City Commission in an amount up to $286,139.00.

 

One important aspect of a design contract is the provision of construction administration services.  These services include site visits during construction, attendance at progress meetings, review and responses to the contractor’s Requests for Information, review of shop drawings and submittals, creation of a punch list for items requiring correction at the end of construction, and all required closeout documentation for the project.  When the design contract with ODP was originally drafted in 2019, an estimated construction duration of 18 months was included for construction administration services. 

 

Once the City brought a Construction Manager at Risk on board for the project and brought the Guaranteed Maximum Price proposal to Commission for approval, the approved project construction schedule with Moss & Associates, LLC included a 26-month construction duration.

 

As a result, the City requested ODP to provide Additional Services Proposal Number 19 for the design team to provide construction administration services throughout the entire 26-month construction schedule.  The design team submitted Additional Services Proposal Number 19 to provide these services for a total fee up to $434,341.00.

 

Section 2.02A. of the Professional Services Agreement provides for additional services such as the aforementioned design services and environmental assessments that are beyond the basic services being provided for under the project.

 

The Project Manager and Deputy Director of DCM, along with the Director of the Office of Procurement and Contract Compliance recommend that the City Commission approve and authorize the execution of the attached Additional Services Proposal Number 19 for the additional construction administration services described above in an amount up to $434,341.00.

 

ODP and the design team will complete the proposed construction administration services concurrently with the construction schedule. These additional services will not impact the overall project schedule.

 

 

Fiscal Impact:

Funding for this project is included in the amended FY2025 Capital Improvement Plan and is available in account numbers 334.179901.51900.563010.001190.000.000, 334.179901.51900.563010.001591.000.000, 334.179901.52100.563010.001190.000.000, 337.179901.51900.563010.001591.000.000.
