Explanation:

The City has an urgent need for the replacement of the roof at Fire Station 31. There is evidence of extensive failure in the roofing system, as multiple stains and evidence of leaks throughout the building have been witnessed by staff.  The roof leaks in several locations inside the building, causing damage. The services/supplies are needed in support of 24/7 fire operations at this Fire Station. The leaking is creating hazardous living conditions at the station.

 

On April 11, 2023, PSI Roofing, Inc. received a purchase order to provide temporary repairs to the fire station roof while grant funding was being sought.  It was understood by all parties that these repairs would not be a long-lasting solution to the building’s roof failure, however, they were necessary at the time.  Due to the extent of roof failure, it is not recommended to make any further roofing repairs.

 

A competitive process was done through The Interlocal Purchasing System (“TIPS”) Request For Proposal (“RFP”) number 211001 for Trades, Labor and Materials, which resulted in contract number 211001 being issued to PSI Roofing from January 27, 2022 through January 31, 2025.  TIPS has agreed to allow the City to piggyback from contract number 211001 under the same terms, conditions, and pricing.

 

The Director of the Department of Design and Construction Management recommends that the City Commission approve and authorize the appropriate City officials to issue a purchase order with PSI Roofing based upon TIPS contract number 211001 for Trades, Labor and Material to provide roof replacement for Fire Station 31 in an amount up to $300,000.00.

 

A permit allowance of $10,000.00 is added within the base bid of $255,000.00 for permit fees for the project and will only be used as needed and the remaining value is to be returned to the City.  An owner contingency of $35,000.00 is added to the base bid of $255,000.00 for unforeseen conditions including, but not limited to, special inspections, revisions, unforeseen utility conditions, and/or other conditions and will only be used as requested by staff.  Any unused remaining value will be returned to the City.

 

The Florida Division of Emergency Management has awarded the City an FY 2024-2025 Hurricane Loss Mitigation Program Grant in the amount of $250,000.00.

 

Fiscal Impact:

There is a companion resolution that will allocate grant and contingency funding in accounts to be determined for the execution of the purchase order for the roof replacement at Fire Station 31.
