Explanation:
The Southern Regional Wastewater Treatment Plant (“SRWWTP”) is a 55.5 million gallon per day wastewater treatment facility that uses multiple treatment processes to treat wastewater and produces high quality effluent that is currently discharged into the two existing Deep Injection Wells No. 1 and No. 2 or the Atlantic Ocean. These two wells were placed in service in 2002 and are currently serving as the primary disposal method at the SRWWTP under Florida Department of Environmental Protection (“FDEP”) Permit Number 156419-009-007-UO/1M. This permit requires that the five-year mechanical integrity testing program be completed before August 21, 2022, for Deep Injection Well No. 1 and before August 31, 2022 for Deep Injection Well No. 2.
On November 17, 2021, pursuant to Resolution No. R-2021-301, the City Commission authorized the appropriate City officials to execute an Authorization to Proceed for Work Order Number H&S 22-02 with Hazen and Sawyer, P.C. (“H&S”) for the Design of Mechanical Integrity Testing and Operating Permit Renewal for Deep Injection Wells No. 1 and No. 2, and Facility Permit Renewal for SRWWTP in an amount not to exceed $95,148.00.
H&S completed the design of Injection Wells No. 1 and No. 2 Mechanical Integrity Testing. On March 3, 2022, Notice of Bid Availability for Bid No. FB-4714-22-OT was posted on the City’s website, advertised, and sent to 4,902 firms and viewed by 36 vendors on Bidsync.com in accordance with Section 38.43 of the City’s Procurement Code. Bid No. FB-4714-22-OT was opened at 3:00 p.m. on Thursday, April 7, 2022, with the following result:

H&S, the Department of Public Utilities (“Department”) and Procurement staff thoroughly evaluated the Bid for responsiveness and responsibility, and after evaluation, Layne Christensen Company was determined to be the lowest responsive and responsible bidder. On April 19, 2022, a Notice of Intent to Award was posted on the City’s website and on Bidsync.com and resulted in no bid protests.
The Department requested a proposal from H&S to provide construction administration services for the project. H&S submitted a proposal to provide construction administration services in an amount not to exceed $23,729.00. Department staff evaluated the scope and fee proposal, and determined that the negotiated fee is fair and reasonable and in accordance with industry standards.
This agenda item seeks approval of execution of the attached contract with Layne Christensen Company in the amount of $200,010.00 for the construction services related to mechanical integrity testing of Injection Wells No. 1 and No. 2, and the attached Authorization to Proceed for Work Order No. H&S 22-06 with H&S for construction administration services in an amount not to exceed $23,729.00.
The date to substantially complete this project is September 6, 2022.
Fiscal Impact:
Funding for this project was included in the amended FY 2022 Capital Improvement Plan and is available in account number 442.409901.53600.552240.000719.000.000.
Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
