Explanation:
The attached Resolution seeks City Commission authorization for an expenditure of federal law enforcement forfeiture funds to purchase a Crisis Response Video Phone System (System) which will be utilized by the Police Department's Crisis Negotiations and SWAT Teams (Teams). The Federal Comprehensive Crime Control Act of 1984 requires that the Police Department obtain approval for such expenditure from the City Commission. The actual purchase of the System will be in accordance with the City' Purchasing Ordinance. The use of the Federal Law Enforcement Forfeiture Funds to purchase said video phone is a permissible use of such funds under the Act.
The Police Department's Teams are deployed for incidents which involve crisis and barricaded situations, as well as specialized investigations related to said incidents. As part of these law enforcement activities, certain equipment is utilized to assist the Teams in facilitating communications and intelligence gathering during such deployments. The equipment currently utilized while functional, is considered to be obsolete and outdated due to technological advances. The upgrading or replacing of the current system is not part of the Police Department's current budget and the purchase is not supplanting normal operational needs or expectations of the Department.
