Explanation:
On February 2, 2011, the CRA Board passed and adopted Resolution No. R-CRA-2011-08, which amended and consolidated the Property Improvement Program for the Beach and Downtown Districts into one comprehensive program. The CRA adopted the PIP to facilitate the upgrading of structures and/or eliminate slum and blighting influences within both CRA districts.
The PIP is a comprehensive program with eligibility guidelines and specific criteria. As such, David Kofsky, as a duly authorized representative of Kofsky, David A. & Elizabeth Kofsky Fam. Tr., has submitted an application in accordance with the PIP requirements.
David Kofsky intends to improve the appearance of the residential property located at 322 Missouri Street, within the Beach District of the CRA. The scope of work is as follows: Complete façade renovation of the property, including tile and stucco installation, impact windows and doors, new roof and pavers.
The City’s Communications, Marketing and Economic Development (CMED) staff have reviewed the application in accordance with the PIP guidelines and have determined that the submittal by David Kofsky meets the eligibility criteria for grants under the Program.
The total project cost under the Program for the 322 Missouri Street building is estimated at $168,500.00 with the grant amount for this project will not exceed $75,000.00, making the CRA’s contribution approximately 45% of the total cost.
Kofsky, David A. & Elizabeth Kofsky Fam. Tr. will expend these monies on the project, and the grants will be distributed upon completion of improvements.
Based upon the aforementioned evaluations, CRA/City staff are recommending that the grant application be approved.
