Explanation:
In the State of Florida, pursuant to Florida Statutes Chapter 163, municipalities are required to prepare comprehensive plans establishing each city’s unique vision and priorities for the future, reinforced by tools, strategies, and initiatives for implementation. Such plans must be consistent with the Broward County Land Use Plan under the Broward County Charter.
The City of Hollywood Comprehensive Plan was first adopted in 1989. The current Plan was adopted in January 2008. The City seeks to update its Comprehensive Plan with the intent of establishing an innovative, dynamic, and stimulating plan, which reflects the City’s individual character-in accordance with the recently adopted County Comprehensive Plan, Broward Next. On July 29, 2019, the City issued a Request for Qualifications, RFQ-4611-19-AP-Comprehensive Plan. On September 17, 2019, a Selection Committee met and evaluated the proposals. Subsequently, oral presentations were made on October 30, 2019; after which the Selection Committee evaluated and ranked the proposals. The two highest ranked firms were:
Ecosistema Urbano LLC 276 Points
KCI Technologies, Inc. 241 Points
Based on this, the City Commission on February 19, 2020, authorized the negotiation with the highest ranked firm, Ecosistema Urbano, LLC.
Staff has successfully negotiated an agreement, attached as Exhibit 1. The total cost of the Comprehensive Plan is $355,970.00 and it will be completed in two phases. Phase I would be in the amount of $170,000.00, and Phase II will cost $185,970.00. Upon completion, Phase II will be presented to the City Commission for approval in FY 2022.

Fiscal Impact:
Funding for Phase I will be made available in the Fiscal Year 2021 Operating Budget as detailed in Exhibit 2, subject to approval of this resolution.
