Explanation:
The City of Hollywood, as represented by the Office of Intergovernmental Affairs, is seeking qualified firms to perform responsibilities of Lobbyists' at the state and local levels.
 
The Lobbyists' will serve in a consulting and advisory capacity to the City of Hollywood for all issues at the state and local levels and must possess a strong working knowledge of legislative, administrative, and regulatory processes.
 
On May 5, 2014, Notices of Availability for Request for Proposal (RFP) Number 4417-14-JE was posted on the City's website as well as the Demandstar in accordance with the City's Purchasing Ordinance.
 
RFP-4417-14-JE was opened at 3:00 p.m., Thursday, May 29, 2014, and resulted in the following nine (9) responses:
 
      •      Becker & Poliakoff, Hollywood, Florida
      •      Bryant, Miller, Olive, Tallahassee, Florida
      •      Buchanan, Ingersoll, Rooney, Tallahassee, Florida
      •      Capital Alliance Group, Tallahassee, Florida
      •      CLD & Associates, Tallahassee, Florida
      •      Gray Robinson, Tallahassee, Florida
      •      JEJ & Associates, Tallahassee, Florida
      •      Ronald Book, Aventura, Florida
      •      Sayfie Law Firm, Fort Lauderdale, Florida
 
Evaluations of the proposals were based on the following criteria as established in the RFP: Project Organization and Technical Qualifications of the Persons Assigned to the Project; Project Understanding, Proposed Approach and Methodology; Qualifications of the Firm; Relationships, Resource and Capabilities; Cost to the City and Local Preference.
 
The Evaluation Committee deemed Becker and Poliakoff, Sayfie Law Firm and Gray Robinson to be the most responsive, relative to the City's needs.
 
Becker & Poliakoff, Sayfie Law Firm and Gray Robinson demonstrated a strong working knowledge of legislative, administrative, and regulatory processes and all have previously provided services to the City of Hollywood.
 
The Evaluation Committee believes that the City would benefit greatly by contracting with multiple firms to provide Lobbying Services.
 
The Director of Parking and Intergovernmental Affairs and the Director of Procurement Services recommend that the City Commission authorize the negotiation and execution of contracts between all three (3) firms to provide Lobbying Services for a three (3) year period with options to renew for two (2) additional one (1) periods based on satisfactory performance, mutual acceptance and the determination that all renewals are in the best interest of the City.
 
Funding for this service is available in the Legislative Representation Account Number 01.1150.00000.512.003149 and will be budgeted in subsequent fiscal years.
 
The City reserves the right to terminate the agreement with or without cause.  
 
This award is subject to the City receiving all insurance documentation required and approved by Risk, along with signed statements of Hold Harmless and Indemnity in favor of the City.
