Explanation:

The Department of Parks, Recreation, and Cultural Arts procured Craven Thompson and Associates to provide engineered drawings for the Stanley Goldman Memorial Park pathway Capital Improvement Project. 

 

In some areas, the pathway is crumbling, slowly sliding into the C-10 canal, flooding, is too narrow in areas, or is being taken over by invasive vegetation.  The pathway is to be widened, shifted away from the canal in various areas, certain invasive vegetation needs to be removed, and lighting to be added to a portion of the pathway.

 

On November 16, 2022, Broward County provided permit approval for the project.  On May 31, 2023, the construction drawings were submitted to the Building Department for permitting. 

 

On September 21, 2022, the City Commission passed and adopted Resolution No. R-2022-271 authorizing City officials to execute Continuing Service Agreements with the highest-ranked firms in each tier level to provide Construction Management at Risk services, with Lebolo Construction Management, Inc. being one of the firms.

 

On May 1, 2023, a Phase I Pre-Construction Services Agreement was executed with Lebolo Construction Management, Inc. for the Stanley Goldman Memorial Park Pathway project in an amount up to $27,000.00.

 

Lebolo Construction Management, Inc.’s Phase I services have been completed and they provided the Department of Design and Construction Management Department (“DCM”) with a Guaranteed Maximum Price (“GMP”) proposal for the renovation of the Stanley Goldman Memorial Park Pathway project in an amount up to $2,135,694.00, which staff has determined to be fair and reasonable and in accordance with industry standards.

 

It is in the best interest of the City to enter into an agreement with Lebolo Construction Management, Inc. to provide Phase II construction services for the Stanley Goldman Memorial Park Pathway project pursuant to the attached agreement.

 

The Director of DCM recommends that the City Commission approve and authorize the execution of the attached Construction Management at Risk Phase II Construction Services Agreement for the Stanley Goldman Memorial Park Pathway project in an amount of $2,135,694.00.

Funding for this project was included in the amended FY2024 Capital Improvement Plan, and is available in account numbers
