Explanation:

The City’s Water System Master Plan identified the need to replace the existing Aeration Building high service pumps at the Water Treatment Plant.

 

The rehabilitation of the Aeration Building Pump Station will increase the resiliency and reliability of the delivery of finished water to the water distribution system.

 

On April 22, 2020, the City Commission passed and adopted Resolution No. R-2020-060, which authorized the appropriate City officials to execute an Authorization to Proceed for Work Order Number ARC 20-02 with Arcadis, Inc. for professional engineering services for design, permitting, and bidding services related to the Aeration Building Pump Station Rehabilitation project in an amount up to $130,306.80.

 

On April 30, 2025, Invitation for Bid No. IFB-302-25-JJ was electronically advertised on OpenGov in accordance with Section 38.43(A) of the Procurement Code.  On June 12, 2025, four bids were received electronically and opened with the following results:

The lowest bid submitted by RF Environmental Services, Inc., did not meet the minimum requirements and was deemed to be non-responsive.

 

The Department of Public Utilities (“Department”) and Office of Procurement and Contract Compliance staff thoroughly evaluated the bids for responsiveness and responsibility, and after evaluation, PSC - Cardinal Contractors, Inc. was determined to be the lowest responsive and responsible bidder.  On July 10, 2025, a Notice of Intent to Award was posted on the City’s website and OpenGov and resulted in no bid protests.

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and Southern Regional Wastewater Treatment Plant projects, one of the firms being Arcadis, Inc.

 

Department staff requested a proposal from Arcadis, Inc. to provide construction administration services for the Water Treatment Plant Aeration Pump Station Upgrades Project.  Arcadis, Inc. submitted a proposal to provide construction administration services in an amount up to $331,909.00.  Department staff evaluated the scope and fee of the proposal and determined that the negotiated fee is fair, reasonable, and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute a contract with PSC - Cardinal Contractors, Inc. in an amount up to $3,440,780.00 for the construction of the Water Treatment Plant Aeration Pump Station Upgrades Project, and to execute an Authorization to Proceed for Work Order No. ARC 26-01 with Arcadis, Inc. in an amount up to $331,909.00 for construction administration services for this project.

 

Upon authorization from the City Commission, the project is estimated to be completed within 12 months from the Notice to Proceed date.

 

 

Fiscal Impact:

A portion of the funding for this project is available in the amended FY 2026 Capital Improvement Plan and is available in account numbers 442.409901.53600.531210.001308.000.000, 442.409901.53600.531270.001308.000.000 and 442.409904.53600.563010.001308.000.000. The remainder of funding for this project will be allocated by amending the approved FY 2026 Capital Improvement Plan as detailed in Exhibit 1, subject to approval and adoption by the City Commission.

 

No additional staff are needed as a result of this project.
