Explanation:
The City's Pavement Management Study was completed in January 2014 which provided a comprehensive review of the condition of our citywide roadways and alleys. In December of 2013, the results of the Study were presented to the City Commission at in a Workshop setting. The study was used in developing a roadway and alley rehabilitation and resurfacing program based on need together with the coordination with the Department of Public Utility's robust water and sewer rehabilitation program that is taking place. Public Works is responsible for implementing the rehabilitation and resurfacing outside of the Public Utility project areas.  Thus far, a total of $1.4 million has been allocated for the Street Resurfacing Program and $1.2 million for the Alley Reconstruction Program through debt financing and Sanitation Enterprise funds.  The debt finance portion of the funding for the two Programs was made available to spend and the borrowing allocation approved via the action taken by the City Commission on December 17, 2014 under Resolution R-2014-374. The Sanitation enterprise funding was fully authorized for spending on December 3, 2014 via Commission action taken under Resolution R-2014-356. Since then, Public Works finalized the bid documents and publicly advertised the Street Resurfacing project for bid opening on February 10, 2015. The project scope includes 12.5 miles of citywide street resurfacing.  For the Alley Program, Public Works has an agenda item on the February 4, 2015  City Commission meeting for contracting surveying services for 29 alley locations which are necessary to complete the in-house design of the alley construction project.  Six alleys have already been surveyed and the design is substantially completed. Once the remaining 29 alleys are surveyed and the design work completed, the Alley Reconstruction project for the 36 alley locations will be advertised to bid for implementation.
 
For Sidewalk Program progress, Public Works completed new sidewalk installations in December along the north side of Funston Street and the east side of South 27th Avenue between Dewey and Funston at the front of the Colbert Elementary School. Public Works was also awarded the 2015 TAP Safe Routes to Schools Grant for $500,000 to complete additional network links in this same area, and has applied for an additional $500,000 under the same grant program for FY2016 to expand this neighborhood's sidewalk network even further. As part of the Metropolitan Planning Organization (MPO) Broward Mobility Project which will begin construction in February 2015, sidewalk installations will include North 56th Avenue between Sheridan Street and Oak Lake; between US1 and North 20th Avenue from Arthur Street to Taft Street; and Sheridan Street from North 66th Avenue to North 70th Terrace. MPO also proposed a bike path plan which will be shared with the City Commission with funding available for implementation over the next five years.
 
In this presentation, an overview of the Roadway and Alley improvement efforts through Public Works Department and Public Utilities Department for the upcoming years up to 2018 will be discussed. Additionally, the presentation will include review of new sidewalk links that will be added to the network and the proposed bike path locations identified by the Metropolitan Planning Organization (MPO). Presentation will include maps and exhibits to illustrate location and timeframe of the improvements.
