Explanation:

The Department of Public Utilities ("Department") owns, operates, and maintains the water distribution and sewer collection system infrastructure within the City’s service area and is responsible for repairs and improvements to both systems. Pipes and other components of these systems may require unanticipated urgent or emergency repair or replacement to protect public health and safety.

 

On November 2, 2022, pursuant to Resolution No. R-2022-337, the City Commission authorized the execution of a unit price contract with Southeastern Engineering Contractors, Inc. (“SEC”) and Ric-Man International, Inc. (“Ric-Man”), for construction services related to on-call and emergency water and sewer utility repairs in an amount up to $1,000,000.00 per contract. The contracts with SEC and Ric-Man provide an initial term of two years, with three additional one-year renewal terms at the option of the City and under the same terms and conditions.

 

On January 17, 2024, pursuant to Resolution No. R-2024-025, the City Commission authorized the execution of change orders to the contracts with SEC and Ric-Man to increase the contract amounts from $1,000,000.00 to $2,000,000.00 per contract.

 

On October 1, 2024, pursuant to Resolution No. R-2024-337, the City Commission approved and authorized the appropriate City officials to renew the unit price contracts for construction services related to on-call and emergency water and sewer utility repairs with Southeastern Engineering Contractors. Inc. in an amount up to $2,000,000.00, and with Ric-Man International, Inc. in an amount up to $1,000,000.00. This was the first of three renewals allowed by the contract.

 

The Department, through City Manager Memorandum No. PU-26-037, extended Southeastern Engineering Contractors, Inc.’s contract by 120 days, changing the contract expiration date from January 12, 2026, to May 12, 2026.

 

The Department has utilized these contractors for emergency repairs and has found their services extremely valuable, continuing to rely on them during unforeseen emergencies.

 

The Department Director recommends that the City Commission approve and authorize the second renewal of the unit price contract for construction services related to on-call and emergency water and sewer utility repairs with SEC, in an amount up to $1,500,000.00, with all unit prices increased 3% per year in accordance with the terms and conditions of the contract, based on their performance and unit pricing. The renewed contract will be in effect for an additional 365 days.

 

This agenda item seeks the City Commission’s approval and authorization to renew the unit price contract for construction services related to on-call and emergency water and sewer utility repairs with SEC in an amount up to $1,500,000.00.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account numbers 442.409901.53600.546301.001650.000.000, 442.409903.53600.563010.001650.000.000, and 442.409904.53600.563010.001650.000.000.

 

Department staff will manage this project. No additional staff is needed as a result of this resolution.
