Explanation:

On November 5, 2008, the City amended its adopted Comprehensive Plan to add a new Water Supply Plan to the Potable Water Sub-Element and related amendments to modify objectives and/or policies in the Land Use Element, Conservation Element, Utilities Element, Intergovernmental Coordination Element and Capital Improvements Element for water supply planning.

 

On October 7, 2020, the City Commission passed and adopted Ordinance No. O-2020-11, which amended the City’s 2008-adopted Comprehensive Plan (CP) by amending the Potable Water Sub-Element of the Utilities Element and updated the Water Supply Plan (WSP) in accordance with Section 163.3177(6)(c)3., Florida Statutes.

 

The updated WSP characterizes water utilities serving the City’s jurisdiction and adds the development of traditional and alternative water supplies, bulk sale agreements, and conservation and reuse programs that are necessary to serve existing and new development for a 20-year planning period while complying with regulatory requirements.

 

In accordance with Section 163.3177(6)(c), Florida Statutes, local governments are required to update their WSP and CP at five-year intervals or within 18 months after the South Florida Water Management District’s (SFWMD) Governing Board approves the Lower East Coast (LEC) Regional Water Supply Plan for that area.

 

The SFWMD is currently developing the 2023 LEC Plan Update to assess projected water demands and potential sources of water for the period from 2021 to 2045.  This update will be used by local governments, water users, and utilities to update and modify local Comprehensive Plans, Water Supply Plans, and ordinances.

 

The 2025 WSP update is scheduled for adoption in early 2025.  The City’s 2024 CP is scheduled to be completed in the summer of 2024.  Any items that would impact policy in the 2024 Comprehensive Plan would be identified for inclusion by amendment.

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services contracts with five firms for water and wastewater treatment plant projects, one of the firms being Carollo Engineers, Inc. (CEI).

 

The Department of Public Utilities (Department) requested a proposal from CEI to provide services for updates to the 2025 WSP and CEI submitted a proposal in an amount up to $159,492.00.  Department staff evaluated the scope and fee of the proposal, and determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed (ATP) for Work Order No. CEI 25-01 with CEI in an amount up to $159,492.00.  CEI will complete the proposed services in approximately 12 months.

 

 

Fiscal Impact:

A portion of the funding for this ATP was included in the amended FY 2025 Capital Improvement Plan and is available in account number 442.409904.53600.531213.001803.000.000.

 

The remainder of funding requires amending the FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.

 

DPU staff will manage this project, no additional staff are needed as a result of this resolution.
