CITY COMMISSION ADOPTION HEARING - NEW FIRST READING
On September 3, 2025, this item was presented to the Commission at a regular meeting with initial verbiage of the incorporation and the designation area of Johnson to Jefferson Street with a first reading, where it was passed and scheduled for a second reading with further direction. Due to the significant changes requested by the Commission to the geographic area, a new first reading of the item is required.
The proposed ordinance has been updated to reflect the City Commission’s direction to expand the designation area from Sherman Street to Jefferson Street, rather than the originally proposed Johnson Street to Jefferson Street. Additional revisions include finalizing the verbiage regarding location references, ensuring that all plats related to the Broadwalk (historically platted as “Boardwalk”) are incorporated, and adding an exhibit and attachment to the Ordinance.
The changes requested to the original proposed ordinance regarding the geographic area by the Commission warranted a new first reading. Pursuant to Section 166.0419(3)(c)(1), Florida Statutes, only one adoption hearing is required as the ordinance changes the zoning map for parcels of land less than ten contiguous acres. Should the Commission determine the proposed ordinance is satisfactory, the proposed ordinance will not return for further consideration.
A mockup of the sign to be placed along the Broadwalk is attached. The sign language and location(s) are being finalized.
FIRST READING:
The historic portion of the Hollywood Beach Broadwalk is generally located between Johnson Street and Jefferson Street, east of North/South Surf Road and the Atlantic Ocean along Hollywood Beach. The Broadwalk was designed by Joseph W. Young and was originally platted in 1926 as an approximately 0.9-mile oceanfront promenade that has served as a vital public space for recreation, tourism, and community engagement. While today’s length of Broadwalk is closer to 2.5 miles, the portion determined (under the criteria) as historic is the originally constructed area.
There are two requests associated with the proposed historic designation of Historic Hollywood Beach Broadwalk. The text amendment will add the site to the list of Historic Property Overlay Sites (“HPOS’s”) in the Zoning and Land Development Regulations. The second request will designate the Broadwalk as an Overlay Site on the Zoning Map.
On May 1, 2024, City Commission directed Staff to evaluate the City’s Broadwalk in honor of its centennial year. As such, the City has hired a historic preservation consultant to conduct research, document, and complete a Historic Designation Report for the Broadwalk.
On May 13, 2025, the Historic Preservation Board jointly with the Planning and Development Board unanimously recommended approval of the attached Ordinance.

Fiscal Impact:
Approval of this ordinance will not fiscally impact the City as this is request for a Text Amendment to add the Broadwalk to the list of HPOS’s as well as designate the Broadwalk as an Overlay Site on the City’s Zoning Map.
