Explanation:
The Department of Public Works, Fleet Management Division, requires the purchase of three (3) 2015 Chevrolet Silverado 2500 4x2 HD with lift-gate Pickup Truck vehicles and two (2) 2015 Chevrolet Silverado 2500 4x2 HD without lift-gate Pickup Truck vehicles to replace those Public Works Streets Division vehicles and Office of Parks, Recreation and Cultural Arts vehicles that have reached or surpassed their life expectancy and road worthiness by age, mileage, condition and mechanical wear, and can no longer be relied upon to perform at required operational levels.
The 2015 Chevrolet Silverado 2500 HD 4x2 Pickup Truck vehicles available from the manufacturer and dealer are Flex Fuel (E-85) alternative type fuel vehicles.
The requested vehicles were competitively bid through the State of Florida, pursuant to Bid Contract Number 071-000-14-1 for the use and reliance of government entities within the State of Florida; and
The Southern Region’s awarded vendor, Rountree-Moore Chevrolet of Lake City, Florida, was contacted regarding availability and advised they could provide three (3) 2015 Chevrolet Silverado 2500 4x2 HD Pickup Truck vehicles with lift-gate and two (2) 2015 Chevrolet Silverado 2500 4x2 HD without lift-gate Pickup Truck vehicles as needed by the City.
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
Funding for the attached two (2) purchase orders have been budgeted in the amounts of $ 86,601.00 and $49,574.00 and is available in the FY14 budget account number 57.5100.14106.590.016452 Vehicle - Fleet Lease Purchase.
The Director of Public Works and the Director of Procurement Services recommend that the City Commission approve the issuance of the attached two (2) Purchase Orders to Rountree-Moore Chevrolet of Lake City, Florida for the purchase of three (3) 2015 Chevrolet Silverado 2500 4x2 HD with lift-gate Pickup Truck vehicles in the amount of $ 86,601.00 and two (2) 2015 Chevrolet Silverado 2500 4x2 HD without lift-gate Pickup Truck vehicles in the amount of $49,574.00 for a combined total expenditure of $136,175.00.
