Staff Recommends:  Approval of the attached Resolution.

 

 

Explanation:

The City desires to continue to offer certain special events and media/marketing advertising buys, previously funded by the Hollywood Community Redevelopment Agency (“CRA”), now deemed ineligible expenses because of recent state legislation. As a result, this Resolution seeks authorization to amend the Fiscal Year (FY) 2023 Operating Budget and Capital Improvement Plan adopted and approved by the City Commission on September 22, 2022 pursuant to Resolution R-2022-283 and R-2022-284, respectively.

 

The following special events are included as part of this additional appropriation:

                     Dream Car Classic Car Show

                     Hollyweird Halloween Downtown Hollywood Block Party

                     SalsaFest

                     My Hollywood Pride Event

                     St. Patrick’s Day Parade and Festival in Downtown Hollywood

                     Hollywood Mardi Gras

                     Maestro Marley Cup

                     Winter Wonderland/Holly Jolly

                     Chalk Art Festival

                     ArtsPark Experience

                     Savor SoFLO Food & Wine Festival

                     Candy Cane Parade

                     4th of July Spectacular on Hollywood Beach

                     Martin Luther King, Jr. Day

                     Juneteenth

 

Many of these special events are produced with the assistance of non-profit organizations and event producers. This Resolution further seeks authorization for the City to utilize the funds indicated on the attached budget amendment to enter into agreements with those entities. The total amount allocated to the aforementioned special events for FY 2023 is $623,000.

 

In addition to special events, included in the budget amendment is the funding associated with holiday lights and décor for both the Beach and Downtown areas. The total amount allocated to holiday lights and decors for FY 2023 is $150,000.

 

Furthermore, certain media/marketing advertising previously funded by the CRA are included in this budget amendment. This includes funding for a beach television news channel webcam and the advertising campaign with Travel Host. The total amount allocated to media/marketing advertising for FY 2023 is $82,000.

 

 

Fiscal Impact: CRA staff will seek approval from the CRA Board to fund two capital projects currently included in the FY 2023 City budget. The CRA Beach District will contribute $500,000 to the beach dune enhancement project on Hollywood Beach. The CRA Downtown District will contribute $355,000 for the General Obligation Bond Hollywood Art and Culture Center improvement project. This will avail $855,000 for the aforementioned special events, holiday lights and décor, and media/marketing advertising buys.
