Explanation:

The Florida Division of Emergency Management administers the Federal Hazard Mitigation Grant Program (“HMGP”) which provides federal aid to supplement state and local hazard mitigation efforts.

The City is a member of the Local Mitigation Strategic Working Group through Broward County, which works alongside working group members to facilitate eligible HMGP projects for submittal to the Florida Division of Emergency Management.

In coordination with the City’s grant consultants, RMPK Funding, the City is planning to submit three project applications to the 2023 HMGP:

Replacement of the roof and generator at Fire Station 74

Installation of two generators at the new Police Department Headquarters building

Replacement of the roof and windows of the Dewatering Building, Main Control Building, Deep Injection Building, and North Electric Service Center Building at the Wastewater Plant

Fire Station 74 is an essential facility not only for day-to-day City operations but also serves as the City’s Emergency Operations Center and post disaster recovery center. The Fire Station 74 roof and generator replacement project, in the approximate amount of $1,300,000, will provide a hardened envelope that can be counted on to withstand high winds and ensure the facility does not lose power during a disaster. The grant request will be for $975,000, with a 25% City match of $325,000.

The new Police Department Headquarters generators project, in the approximate amount of $2,229,956, will provide power backup for the protection and functioning of this critical facility. The grant request will be for $1,114,978, with a 50% match of $1,114,978.

The Department of Public Utilities provides residents, businesses, and visitors with the highest level of health and public safety services, while preserving the environment. The Public Utilities Wastewater Plant roofs and windows retrofit project, in the approximate amount of $1,033,455, will harden the buildings by bringing their roofs and windows up to the current Florida Building Code. The grant request will be for $775,091, with a 25% match of $258,364.

Fiscal Impact:

A future budget amendment will be required to recognize the grant award and allocate the grant match once notification of award is received.
