Explanation:

The Department of Public Utilities operates and maintains the City’s wastewater collection system, which includes sewer pipes, manholes, and pump stations throughout the City.

 

Over time, rainwater and groundwater can enter the sewer system through cracks in pipes, damaged manholes, or other openings. This issue is known as inflow and infiltration (“I&I”). Excess water entering the system can increase treatment costs, reduce system efficiency, and increase the risk of sewer overflows during heavy rain events.

 

The Florida Department of Environmental Protection (FDEP) issued Consent Order OGC Case No. 21-0392 requiring the City to evaluate and improve the performance of its wastewater collection system. To address the Consent Order and better identify areas where stormwater may be entering the system, the Department requires specialized services to perform excavated point repairs and manhole rehabilitation services.

 

Excavated point repairs are used to fix a specific, localized failure in a sewer line, typically a 3- to 12-foot section, rather than replacing the entire pipe run. Manhole rehabilitation is the process of restoring a manhole's structural integrity and watertightness without full excavation.

 

The Department recommends using a competitively awarded City of Boca Raton contract through a procurement method known as piggybacking. This approach allows the City to use an existing government contract rather than conducting a separate solicitation, saving time and administrative effort while maintaining competitive pricing.

 

The City of Boca Raton competitively awarded Bid No. 2022-021 to Envirowaste Services Group, Inc., a firm specializing in sewer system inspection and I&I investigation services. The contractor has agreed to extend the same pricing, terms, and conditions to the City of Hollywood.

 

The Department anticipates using these services for a two-year period to help identify areas within the wastewater collection system that may require improvements or repairs.

 

Section 38.41(C)(5) of the Procurement Code allows the Chief Procurement Officer to procure, without formal solicitation procedures, all goods, supplies, materials, equipment, and services that are the subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof (“piggyback”), provided that the goods, supplies, materials, equipment, or services are the subject of a price schedule negotiated by the entities listed above and is based strictly on competitive bids, quotations, or competitive proposals and not on any preference and such utilization of other governmental entities contracts shall be permitted only during the term of the other governmental entity’s contract.

 

This agenda item seeks the City Commission’s authorization to execute an agreement with Envirowaste Services Group, Inc., for a two-year term, with a maximum amount of $2,301,272.50.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan is available in account number 442.409901.53600.563010.000712.000.000.

 

Department of Public Utilities staff will manage this project.  No additional staff are needed as a result of this project.
