Body

Staff Recommends: Presentation.

Explanation:

A presentation coordinated by The Department of Development Services   Engineering, Transportation & Mobility Division on the Taft Street Mobility Project. Robert Lopez with the Florida Department of Transportation (FDOT), Carlos Alcantara, Senior Project Manager with BCC Engineering, and Fazal Qureshi with Broward Metropolitan Planning Organization (BMPO) will be providing an overview of project alternatives.

To enhance bicycle and pedestrian safety adjacent to the State Road 7 (SR7) Mobility Hub, FDOT and BMPO funded construction of a multi-purpose path along Taft Street from SR7 to N 40th Avenue in Hollywood with the support of the City Commission through Resolution R-2021-280. Once funded, the project was designed and after extensive public outreach, put out to bid for construction. The contractor was subsequently selected and awarded the project by FDOT and has mobilized on site.

Since then, due to residents’ concerns regarding the need to remove trees to construct the project, the contractor moved to work on another portion of the project in Davie while Hollywood’s portion of the project was re-evaluated.

During this time, the City requested FDOT provide an analysis of the impact of reducing the project scope to minimize tree impacts. Some of the analysis includes:

Ending the project at 56th Avenue instead of 40th Avenue. Since the contract has been awarded, modifying the scope of the contract to eliminate this volume of work will have financial implications according to the terms of the contract (contract is with FDOT). In addition, after the fact changes to the scope of work for this grant will likely impact the City’s future grant opportunities with MPO and FDOT.

Modifying the width of the multipurpose path to vary from 8’ to 11’.  The reduced width will be in areas where trees can be preserved. The City would develop a program to replace any trees that have to be removed in the same vicinity (if possible) or compensate the adjacent property owner (i.e. voucher for a tree to be planted on private property).
