Explanation:
The Building Department requested that Procurement Services issue a Request for Qualifications (RFQ) inviting interested parties to submit qualifications for Demolition Services in order to develop a pre-qualified contractors' list for demolishing unsafe structures throughout the City.
The Planning and Development Services Department requested that Procurement Services issue a Request for Proposals (RFP) inviting interested parties to submit proposals for Zoning Permit Review in order to issue building permits to meet compliance with municipal zoning and land development regulations.
On June 2, 2014, Request for Qualifications Number 4418-14-IS and Request for Proposals Number 4419-14-IS were electronically advertised via BidSync.
RFQ-4418-14-IS opened at 3:00 P.M., June 23, 2014, and resulted in responses from four (4) firms:

Oakland Park, Florida
The BG Group, LLC
Boca Raton, Florida
Arbor Tree & Land, Inc.
Lake Worth, Florida
RFP-4419-14-IS opened at 3:00 P.M., June 25, 2014, and resulted in responses from two (2) proposers:
Johnson Engineering
Pembroke Pines, Florida
Calvin, Giordano & Associates, Inc.
Ft. Lauderdale, Florida
These were the first solicitations entered into BidSync, the City's new bid notification and eProcurement system, and Procurement Services unselected "notify all vendors" in BidSync's database option.
This resulted in only a few vendors participating in the process.
Each solicitation allows for the rejection of any and all submittals.
It is the departments' intent to re-issue the Request for Qualification for Demolition Services and re-issue the Request for Proposal for Zoning Permit Review utilizing similar specifications as previously advertised to capture a greater vendor pool and improve competition.
Section 38.42 (D) of the Code of Ordinances, affords the Director authority to recommend to the Manager for City Commission action the rejection of all bids, parts of bids or all bids for any one or more supplies or contractual services when the public interest will be served.
Procurement Services requests the rejection of all submittals received in order to re-issue the Request for Qualification for Demolition Services and the Request for Proposal for Zoning Permit Review.
