Explanation:
The City, under various statutory provisions and the City Code of Ordinances, may set and collect fees for the cost of providing various public services to residents, businesses, and visitors.
On January 20, 2021, the City adopted R-2021-002, creating a Comprehensive Schedule of Fees, in an effort to set forth all fees established by the City in one document, in order to increase transparency and use for the general public, to provide for a more organized method for the review and revision of fees during the annual budget process and to facilitate a more easily accessible history of the status of the various fees of the City. The City has adopted a process to present an updated Comprehensive Schedule of Fees annually to the Commission.
During the process of establishing the Comprehensive Schedule of Fees for a given year, City Departments and Offices have an opportunity to review existing fees and analyze the cost of administering various programs and services. As a result of this review, several Departments and Offices would like to enact new fees and amend some of the existing fees.
Fees subject to the Consumer Price Index were increased by 4.89% for FY 2025, calculated as of February 2024, compared to February 2023 (the period used in the last update).
The proposed changes are provided along with corresponding page numbers to the Comprehensive Schedule of Fees. A detail of the changes is referenced in the FY 2025 Proposed Comprehensive Schedule of Fees.
1. New Fees
Department of Development Services - Planning and Urban Design:
Establish fees for Administrative Reviews and Art in Public Places. These fees are intended to capture the operational costs associated with providing these specific services. (Pages 2-3)
Department of Development Services - Engineering, Transportation, and Mobility: Establish an Expired Permit Fee for Café Table for the use of the public right of way with an expired permit. Establish a Rights-of-Way Encroachment Agreement Application Fee to capture the operational costs associated with providing these specific services. (Page 8).
Department of Parks, Recreation & Cultural Arts - Special Events: Establish Sponsorship fees for existing policies of City sponsorships associated with providing these specific services. (Page 20).
2. Updated Fees
Department of Development Services - Planning & Urban Design: An increase of various fees based on associated costs and the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 4.89% to offset operational costs. These fees increase annually based on the CPI-U. (Pages 2-3).
Department of Development Services - Building: A change in Private Provider Administrative Fee based on the change in operational costs associated with providing these specific services. (Pages 4-6).
Department of Development Services - Engineering, Transportation, and Mobility: An increase of various fees based on associated costs and the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 4.89% to offset operational costs. These fees increase annually based on the CPI-U. (Pages 7-8).
Department of Financial Services: An increase in fees based on the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 4.89% to offset operational costs. An increase of Vacation Rental License fees to offset operational costs. (Pages 11-12).
Department of Fire-Rescue & Beach Safety: An increase in Plan review fees will offset the FPO III pay increases which can be found within the Hollywood Fire (Local #1375) CBA dated 10-01-22 through 09-30-25 and lessen the overtime budget for the Division of Fire Prevention and Life Safety. (Pages 13-15).
Department of Parks, Recreation & Cultural Arts: An increase in some fees based on market demand, staff costs and the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 4.89% to offset operational costs. (Pages 16-21).
Office of Parking and Code Compliance Division - Parking: Updates to some Parking Division fees to offset operational costs by the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 4.89% to offset operational costs. (Pages 22-24).
Office of Parking and Code Compliance Division - Code Compliance: Updates to some Code Compliance fees to offset operational costs as determined by the department. (Page 25).
Department of Public Utilities: An increase in various water and sewer charges based on the most current rate study (Pages 27-32).
Department of Public Works: An increase to single-family homes and duplex garbage collection monthly fees (Pages 33-34).
Fiscal Impact:
The proposed fee changes will go into effect immediately following the approval of this Resolution. Cost estimates for all proposed fee increases are based on an analysis prepared by the respective Departments and Offices. Finance staff have determined that the proposed fee changes are reasonable for the provision of the services provided. Please note that the Comprehensive Schedule of Fees does not include City taxes.
