Explanation:

The Parking Division requires an agreement with a qualified firm to provide and maintain a complete parking citation and parking permit issuance program with software, hardware and provision of services that supports the use of pay-by-plate multi-space parking meters, pay-by-connected-device applications and handheld License Plate Recognition (“LPR”) technology.

 

The cost of the parking system includes four years of software, software maintenance, webhosting and consumables. The recommended purchase was competitively bid through Sourcewell, a State of Minnesota local government unit and service cooperative that offers cooperative procurement solutions to government entities.

 

Section 38.41(C)(5) of the Purchasing Ordinance allows the Chief Procurement Officer to procure, without following formal procedures, all goods and services that are subject of contracts with the State, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided that the goods and services are (i) the subject of a price schedule negotiated by the State or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Parking Division has determined that for efficiency and operational purposes, awarding a blanket purchase agreement with Gtechna US Corporation for a complete parking citation and parking permit issuance program is most suitable for Departmental and City needs.

 

 

Fiscal Impact: 

A portion of the funding for this service is available in the FY 2022 Operating Budget and Capital Improvement Plan in account numbers 446.150101.54500.552280.000000.000.000 and 446.159901.54500.564420.001493.000.000, and funding for ongoing maintenance will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
