Explanation:
The CRA Board directed staff to evaluate and implement coastal resiliency, flood management improvements and infrastructure hardening along the central beach segment on the barrier island. The CRA along with the Department of Public Utilities evaluated the conditions of the central beach segment and concluded that the installation of redundant backflow preventers will be beneficial to improve localized flooding due to high tides.
The Community Redevelopment Agency (CRA") has the need to hire an established company with experience in construction and rehabilitation of stormwater infrastructure, to install backflow preventers along 30 city streets from Hollywood Boulevard to Sheridan Street.
At the March 4, 2026, CRA board meeting, DPU and their consultant, CDM Smith and Associates, Inc. (“CDM”) recommended timely installation of redundant backflow preventers due to their effective improvement of localized flooding from high tides, and a cost proposal from Southeastern Engineering Contractors Inc. (“Southeastern”), was presented. The total cost of up to $1,321,043.10, includes labor, materials and a 30% contingency for restoration work, drainage adjustments, field unforeseen conditions and owners additional request among others.
At the March 4, 2026, CRA Board meeting, the Board considered the recommendation of DPU and CDM, to install 30 redundant backflow preventers and directed staff to return with a resolution for the material and installation of the 30 backflow preventers at the earliest possible time to initiate implementation.
The Citywide Stormwater Improvements ESSD Project No. 25-11071 were competitively bid by DPU through invitation for Bid No. IFB-266-25-JJ (“IFB”). On December 11, 2024, and awarded to Southeastern under Contract ID No. C-25-1504 (“Contract”), and on May 21, 2025, the City Commission passed and adopted Resolution No. R-2025-158, which approved and authorized DPU to execute a contract with Southeastern Engineering Contractors, for construction services related to stormwater improvements.
On March 16th, 2026, Southeastern Engineering contractors provided the CRA with a proposal to install 30 backflow preventers along the central beach segment from Hollywood Boulevard to Sheridan Street, and the CRA will piggyback the Department of Public Utilities stormwater improvement contract executed on August 4, 2025, with Southeastern Engineering Contractors.
Section 38.41(C)(5) of the Procurement Code allows the Chief Procurement Officer to procure, without formal solicitation procedures, all goods, supplies, materials, equipment, and services that are the subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof (“piggyback”), provided that the goods, supplies, materials, equipment, or services are the subject of a price schedule negotiated by the entities listed above and is based strictly on competitive bids, quotations, or competitive proposals and not on any preference and such utilization of other governmental entities contracts shall be permitted only during the term of the other governmental entity’s contract.
The CRA Acting Executive Director and Chief Procurement Officer recommend that the CRA Board approve and authorize the issuance of a purchase order to Southeastern Engineering Contractors, Inc., for the installation of 30 backflow preventers on 30 East/West streets from Hollywood Boulevard to Sheridan Street in an amount up to $1,321,043.10.
Fiscal Impact:
There is a companion resolution (budget amendment) that will allocate funding in account number 163.639901.55200.563060.001893.000.000 to execute an agreement with Southeastern Engineering Contractors, Inc.
