Explanation:

State Road A1A (A1A) is located on a barrier island that separates the Atlantic Ocean from the Intracoastal Waterway and is designated as a hurricane evacuation route.  Pursuant to Resolution No. R-2022-061, the City entered into Local Funding Agreements with the Florida Department of Transportation (“FDOT”) for funding of the design of four stormwater pump stations located at Franklin Street, Sheridan Street, Van Buren Street, and Bougainvillea Terrace, to address higher tide elevation and daylight flooding, which is a common occurrence that poses risks to vehicles and pedestrians.  Recent Stormwater Master Plan findings indicated the need for additional stormwater pump stations between Iris and Daffodil Terraces to address severe flooding, and the Hollywood Community Redevelopment Agency (“CRA”) and the Department of Public Utilities (“Department”) desire to address this need.

 

On October 4, 2023, the CRA Board passed and adopted Resolution No. R-CRA-2023-46 approving funding in an amount up to $421,195.78 for the design of this stormwater pump station, and the evaluation of one additional potential stormwater pump station within the CRA Beach District.

 

On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208, which authorized the execution of Continuing Services Agreements with nine firms for civil engineering roadway discipline, one of the firms being BCC Engineering, LLC (“BCC”).

 

BCC has experience with other FDOT stormwater pump station projects along A1A, therefore Department staff requested and negotiated a proposal for BCC to provide professional design and bidding services related to the Stormwater Pump Station serving A1A between Iris and Daffodil Terraces (“Project”) in an amount up to $421,195.78.

 

Department staff evaluated the proposal, including the Project’s scope and fee, and determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

 

This agenda item seeks approval for the execution of the attached Authorization to Proceed for Work Order No. BCC 24-01 with BCC, based upon the proposal submitted, which includes the Project’s scope, fee and the terms and conditions of the current Continuing Services Agreement for the project, and the execution of an interlocal agreement with the Hollywood Community Redevelopment Agency for reimbursement to the Department for the cost of funding the project’s design.

 

Upon authorization from the City Commission, the project will be completed within approximately 15 months from the date of the Authorization to Proceed.

 

 

Fiscal Impact

Funding for this Project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 443.419901.53800.563010.001489.000.000.

 

Department staff will manage this project.  No additional staff is needed as a result of this project.
