Explanation:
The City has a need for professional real estate brokerage and consulting services for the acquisition and disposition of real property assets. These services include real estate portfolio planning and management, strategic planning, asset valuations, lease negotiation and RFP distribution and analysis.
On April 9, 2014, the State of Florida acting through the Department of Management Services entered into a contract DMS-12/13-007A for Tenant Broker and Real Estate Consulting Services with CBRE, Inc. and in April of 2019 renewed the contract through April 8, 2024.
The State of Florida, Department of Management Services, through a competitive process, issued an Invitation to Negotiate (ITN NO. DMS-12/13-007) seeking a qualified firm to provide services including, but not limited to: (i) real estate services such as independent market analysis and asset valuation, (ii) lease transaction services, and (iii) portfolio strategy services. CBRE, Inc. was determined by the Department of Management Services to be the top ranked firm based on the evaluation of multiple firms that responded to ITN NO. DMS-12/13-007.
The City Code of Ordinances provides regulations for the sale, purchase and lease of city-owned real property. CBRE, Inc. has a Public Institutions and Education Solutions Group (PIES) that specializes in working with state and local government agencies to formulate and implement real estate strategies in alignment with local regulations. With more than 450 offices in 110 countries, CBRE provides governmental agencies with access to a worldwide real estate platform.
CBRE, Inc. will collect a percentage commission on new leases, lease renewals and property dispositions it negotiates on behalf of the City that will be paid by the lessor/purchaser as part of transaction costs ranging from 2% to 3.5% of the total annual rent of the base term of the lease. CBRE, Inc. may additionally provide portfolio strategic services on an hourly or fee for service basis.
The City seeks to utilize a Piggyback contract reflecting the same services, pricing and terms provided in the current State of Florida Department of Management Services contract to enter into an agreement with CBRE, Inc.
